Description

1. GENERAL REQUIREMENTS a. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b. Solicitation number 68HE0B23Q0019 is issued as a Request for Quote. c. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective Jan 30, 2022, EPA Acquisition Regulations (EPAAR) as of April 26, 2020 and Environmental Protection Agency Acquisition Guide (EPAAG) as of March 12, 2020. d. The North American Industry Classification System (NAICS) for this requirement is 561990 All Other Support Services, size standard $12M. e. Description of Requirement. See page 4 Item No. 0001. Responses must include pricing for each line item with the quote. Purchase Order will be issued based on firm fixed price for each line item. f. Period of Performance: 11/01/2022 - 10/31/2023 g. In accordance with FAR 12.603 Streamlined solicitation for commercial items, the following clauses apply to this acquisition: - FAR 52.212-1, Instructions to Offerors - Commercial Items. - FAR 52.212-2, Evaluation - Commercial Items. Not used see paragraph (4) basis for award. - FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall include a completed copy of FAR provision 52.212-3 with the offer. - FAR 52.212-4, Contract Terms and Conditions - Commercial Items. - FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items and the additional FAR clauses cited in the clause. - See SECTION 1 - Clauses of the attached solicitation for additional clauses. NOTE: 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment attachment shall be signed, dated and returned with quote unless annual representations and certifications for FAR52.212-3 (v) Covered Telecommunications Equipment or Services -Representation. Section 889(a)(1) and Section 889(a)(1)(B) of Public Law 115-232 is completed. 2. CONTRACT TYPE In accordance with FAR 16.2, Fixed Price Contracts, this RFQ is for the award of one purchase order with firm fixed prices for all line items. 3. PROCEDURES FOR SOLICITATION, EVALUATION, AND AWARD The source selection evaluation procedures to be used for this solicitation will utilize solicitation, evaluation, and award procedures as outlined in FAR 13.106. 4. BASIS FOR AWARD The Government intends to evaluate offers and award a contract without discussions, as provided by FAR 13.106-2 and FAR 13.106-3. The government reserves the right to conduct discussions with offerors, if later determined by the contracting officer to be necessary. A Firm Fixed Price Purchase Order will be awarded to the successful vendor that provides the best value of taking into consideration technical capability (ability to meet the requirements of the Statement of Work), past performance and price. Technical capability and past performance, when combined, are more important that price. Quoters shall furnish with their quote two (2) references (with points of contact and phone numbers) where they have provided exact or similar work within the past three (3) years. The government will evaluate offers in accordance with the policies and procedures of FAR Part 25. 5. SOLICITATION REQUESTS FOR INFORMATION Inquiries and questions regarding this RFQ shall be submitted in writing electronically to the Contracting Officer, at email: cochran.renae@epa.gov and alternate: sahli.william@epa.gov. All inquiries/questions must be received no later than five (5) calendar days after the issuance date of this solicitation. 6.
