A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 237110 Estimated Cost Range: $5,000,000 - $10,000,000 Small Business Size Standard: $39.5M Solicitation: The NPS anticipates issuing a request for proposals in the Summer of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: The Replace Primary Park Water System for Maintenance and Housing Area. Project will replace various components related to the domestic and fire protection water distribution system within Organ Pipe Cactus National Park to address various system deficiencies. This work will include new underground primary and secondary water distribution lines will be constructed to meet potable water needs and required flow for fire protection. The water system supplies water to the 208-site campground, 5 group campground sites, 10 VIP campground sites, Visitor Center, maintenance and office buildings, and 16 housing units. A failing water supply well and two water storage tanks will be replaced as well. Below are brief scoping narratives describing the problems which this project will address and the general construction elements for each portion of the project. Project Scope: Water Distribution Systems Improvements: The existing system was constructed using asbestoscement (AC) pipe. Some sections of the pipe have been replaced over the years since, but approximately 5500 linear feet of this pipe remains in service. The AC pipe frequently fails as rubber gasketed joints become brittle leading to points of leakage. Failure of these joints have drained the Park's 100,000-gallon water storage tank. The two water storage tanks have also exceeded their life expectancy and have deteriorated due to the mineral content of the water. A supply well is producing at levels unacceptable to the park's needs, and fire-fighting capabilities are compromised with less than sufficient fire flow to the existing hydrants. One of the Park's two water wells (north well) is being replaced by a separate project. This project will replace the south well. The south well has deteriorated to an unacceptable level to maintain adequate water supplies for the Park. Degradation of the casing is occurring and iron deposits from oxidation are sealing perforations in the casing. Static water levels have dropped in recent years making the amount of available water less than desired levels. Water consumption has increased steadily as the park sees more and more visitors annually. The documented lower water table necessitates the need to drill a deeper well to maintain these services at expected levels. The goals of this project are to provide Organ Pipe National Park with reliable water systems which will meet or exceed flow capacity requirements for domestic water and fire protection for years to come, allow staff to streamline the monitoring and oversight of these systems and significantly reduce service disruptions and operation and maintenance costs. Undersized pipe and all existing AC (transited) distribution main lines will be replaced to comply with Arizona Department of Environmental Quality requirements. All valves will be replaced, including valve boxes and hydrants, throughout the system to ensure proper functionality. Existing meters will be replaced with remote read capable meters, to include magnetic flow meters near initiation of supply. A SCADA system will be installed for monitoring and control purposes. In aggregate, this project will accomplish the following: o Replacement of asbestos-cement (AC) lines for residential/admin area and campground. Replacement of old valves/service lines/ hydrants. Install new underground primary and secondary water distribution lines will be constructed to meet potable water needs and required flow for fire protection. Proposed waterlines to be in the same trench or as close to the old lines as possible to reduce environmental damage. o Tank replacement of a 50,000 gallon and 100,000 gallon tank is anticipated to be with glass fused to steel tanks. Proposed water tanks should be installed at the same location as the old tanks after they have been removed. This will require keeping one tank active at all times to maintain required water storage supply. The well should be in the same general area of the north well, but optimal location should be determined by the design team. o Replacement of South well/pump/controls and new piping to pump house. Provide SCADA system to monitor tank levels, mag meters, activate/deactivate pumps to replace current low voltage system and pressure valve at 50k tank Submittal Contents: Interested (small and large) businesses should submit the following information: (1) Company name, DUNS number, address, point of contact, telephone number, and email address.
