Response To Inquiries: Wednesday, December 5, 2022, No Later Than 11:00 A.m How to Complete, Submit Proposal. (a) Vendors may, at no charge, pick up a copy of the RFP from the Board's Procurement Officer at the Board's office, 69 West Washington Street, Room 800, Chicago, Illinois 60602 between 9:00 a.m. and 5:00 p.m. Monday through Friday, except holidays, or vendors may request that a copy be sent by mail or electronic mail (email). A copy of the RFP will also be posted on the Board's web site at www.chicagoelections.gov. When obtaining the RFP, you will be asked to sign a bid/proposal take-out sheet indicating that Vendor has obtained from the Procurement Officer a copy ofthe RFP. The Board requests that all Vendors that choose to download and print the RFP from the Board's web site contact the Board's Procurement Officer to register the Vendor as a prospective vendor. A record of all prospective vendors will be maintained to allow the Procurement Officer to inform all prospective vendors if any addenda to the RFP are issued The Board's objective is to preserve the files in a space saving document management system. The document management system must have the capabilities of easy searchable and retrievable digital files on demand within seconds, without the need of any specialized equipment. Having the data readily available aids in request for audits compliance requirements, such as the Freedom ofInformation Act (FOIA). Inspection and Scanning Specifications o Each roll must be cleaned and inspected for splices. Splices requiring repair must be replaced as necessary o Vendor must have adequate facility for film storage, inspection, repair, and scanning. Secure climate controlled film storage environment to be used for Customer film while not being inspected or scanned. Facility shall have sprinklers, fire and intruder alarms and security access control for employees and visitors. o Film must be scanned to produce an exact digital replica ofthe entire original roll, not individual images. The integrity and archival fidelity ofthe original roll must remain intact in the delivered product. System specifications o The deliverd system must provide a visually obvious means of ensuring that the entire roll offilm has been captured digitally in a continuous stream the entire roll must be captured including splices, space between images, and any other artifacts on the original roll. o The delivered system must provide the ability to scroll linearly through the images on the roll without regard to document breaks. o The delivered system must allow for concurrent multi-user access. o The delivered system must include both bi-tonal and grayscale images of all rolls scanned. o System must provide "one click" access to grayscale image. o System must provide the ability to scroll through the film in grayscale mode. o System must provide ability to adjust brightness and contrast of grayscale images to improve legibility. o The delivered system must emulate search capability from microfilm. o The delivered system must work with or without a database. o The delivered system must provide ability for the User to maneuer forward or backward through the digitized film roll either by arrow keys, mouse, or predetermined increments. o The delivered system must display one continuous image-view, with no part ofthe film cropped or modified from the original microfilm. o The delivered system must maintain image location data for quick and consistant access. o The delivered system must display entire film image (frame) with the ability to automatically print just page area (document). o The delivered system must have full audit capabilities. o The deliverd system must have text search capability. o The delivered system must include the following User functionality: Image Zoom capability Printing ofsingle or multiple pages, or portions ofimages Exporting ofsingle or multiple pages in TIFF, PDF, JPEG, GIF, or PNG format Exporting of bi-tonal or grayscale images Email ofsingle or multiple pages Temporary or Permanent Redaction Ability to redact entire image or portion ofimage Ability to Adjust JPG image brightness and /or contrast prior to printing, exporting or emailing Ability to de-skew images prior to printing, exporting, or emailing Reverse image polarity adjustment
