Description

The City of Covington, GA is requesting proposals from professional consultant services to perform a space needs assessment, estimated costs and preliminary conceptual design of a City Hall facility and a separate Utilities / Public Works facility for future fiscal planning. Due Date for Questions 3:00 PM on September 28th, 2023 Evaluations Process October 23 -November 3rd, 2023 Award Anticipated -December 2023 / January 2024 Addendum Posted 5:00PM on October 5th, 2023 No vendor or vendor representative shall discuss any aspect of this RFP with any city employee or official other than the staff person named below. This is to ensure all prospective respondents have the same level of knowledge relative to the project as well as ensuring any additional data is made available to all proposers. Failure to comply with this request will result in disqualification. Scot Cromer, Purchasing Dept. scromer@cityofcovington.org, 2194 Emory St NW Covington, GA 30014 The consultant will need to evaluate the adequacy of the current facilities and make recommendations that address the needs and requirements identified if they remain in the current facilities. The recommendations must include estimated costs to renovate and/or expand the facilities, including site layouts for expansion. The consultant should consider a time window of 30 years into the future. It is the desire of the City of Covington to have two separate facilities. The consultant will need to identify the building costs and site requirements to accommodate a new City Hall facility and a separate Public Works / Utilities Facilities. The City of Covington does currently own several small to large acreage parcels of vacant land throughout the city that could potentially be utilized for the location of a new Public Works / Utility facilities. Provide a comparison of the life cycle costs for renovating and upgrading the current facilities with estimated costs of constructing a new facility or facilities. The firm selected will be required to make site visits and conduct interviews with City of Covington committee members to derive a final set of recommendations. Provide site requirements, including lot size recommendations, and required site elements, including but not limited to parking, security, lighting, access, etc. The city reserves the right to accept or reject any or all proposals, cancel all or part of this RFP, and waive any nonmaterial irregularities or informalities and to request additional information from proposing institutions. The City shall accept all proposals that are submitted properly. However, the City reserves the right to request clarifications or corrections to proposals. It is anticipated that a firm will be selected sometime between December 2023 / January 2024. The method of Contractor Selection has not been Determined at this time.
