1200 East Corridor Roundabout Designs

As of December 1, 2022, a design engineer has been selected. *The previous solicitation is listed below for reference The City of Logan desires to retain the services of a Professional Consulting Engineering Firm to design, prepare plans and specifications, prepare bidding documents, and participate in bidding process for the design and construction of a Roundabout at 1200 East 850 North and an Ovalabout at 1200 East 1000 North as shown. Construction inspection and management services may be added to the contract. Improve Traffic along the 1200 East corridor by designing and constructing improvements to two intersections along the corridor. Finding the best layout for these intersections and lane configurations for the corridor from US-89 to 1600 North that improves traffic flow while balancing the safety of the high level of multi-mobility needs for this area. Make improvements to existing utilities in this area as needed. Through contract modification assist USU in determining if any utilities in the area need to be updated or upsized. Each proposing firm will be required to document the scope of work as described. The descriptions of tasks should define how and why tasks are sequenced the way they are proposed. Conduct one mandatory pre-bid meeting with interested parties at a Logan City provided facility. Answer questions during the bid process. All questions and responses will be in writing and will be submitted to the City daily to be posted to the Logan City Finance web page. Phase 1-Design will start after August 29, 2022 and be completed and ready to bid by January 31, 2023. It is intended that construction of this project to start in May 2023 and be completed by November 30, 2023. Proposing firms shall propose a schedule demonstrating tasks and timelines that will provide complete construction by the intended date. The schedule shall allow three (3) weeks for contractor bidding and two (2) weeks for contract execution. The City reserves the right to award all or a portion of this project to the selected consultant. If after a review of the written proposal a consultant cannot be chosen, the City reserves the right to require an oral interview. The City will review and evaluate all proposals and select the consultant that best demonstrates an ability to successfully complete the project as described in this RFP. The written proposals will be evaluated based on the following criteria: Phase 1 fees, Approach and Methodology, Firm Experience, Key Personnel and Qualifications, Schedule, and best value to the City and USU. The method of contractor selection has not been determined at this time.
