Firms must submit three (3) copies of their proposal; one (1) of which must be marked as Original and one (1) marked as Copy.Proposals shall be enclosed in a sealed envelope or box clearly marked with IFB #040-43 for PA System for Chicopee Woods Ag Center in the lower, left corner. Proposals that do not clearly outline responses to each criterion may be eliminated from further consideration. Your submittal must have a signature in its original form. All bid responses become the property of Hall County Board of Commissioners and will not be returned. No proposal may be withdrawn for a period of sixty (60) days after time has been called on the date of opening. Contract, when awarded, will be on a lump sum basis or individual item basis, whichever is in the best interest of the County. The written proposal documents supersede any verbal or written prior communications between the parties. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The Commissioners reserve the right to reject any or all bids, in whole or part, to waive technicalities and informalities or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder. Questions from the pre-bid will be accepted up to 11/30 @ noon. Answers will be issued in an Addendum by 12/1 @ 5pm.
