Description

For Custodial Services The purpose of the Job Walk is to ensure the bidders have a complete understanding of the scope of work and the typical work environment in different sized locations to avoid any delays or performance issues. Proposals received from those bidders who are not represented at both Job Walk locations will be disqualified. Representation at the Job Walk will be determined by prospective bidders signing in both prior to the Job Walk and at the conclusion of the Job Walk. Sign in sheets will be collected at the beginning of the Job Walk. Late arriving and early departing bidders will not be allowed to sign the sheet. All questions relating to this RFP must be submitted in writing via email, fax, or mail to the contact. Questions should be clear and concise and include references. The deadline to submit questions 4:00 p.m., Tuesday, January 24, 2023. All written questions will be answered and both the question and answer will be compiled into one (1) or more documents and posted as an Addendum on the San Bernardino County Electronically within two (2) weeks following the deadline to submit questions. Tentative Date for Mailing Award/Denial Letters Tuesday, February 28, 2023 Tentative Date for Protests Friday, March 10, 2023 Date for Tentative Contract Award May 9, 2023 Tentative Start Date for Contract(s) June 1, 2023 Mandatory Post-Award Conference To be announced following Contract award Fax number and email address may only be used to submit questions. Proposals will not be accepted by email or facsimile. Proposals must be submitted electronically through the Electronic Procurement Network (ePro), and/or via hard copy with original signature submitted to the address indicated above. All Proposers must register with the ePro system prior to the date and time to submit the proposal or they will be disqualified. Services to be provided under this RFP are outlined under Section V, Scope of Work. The Contract period will be for three (3) years beginning on June 1, 2023 through May 31, 2026. The County may, but is not obligated to extend awarded Contract(s) for up to two (2) additional one-year periods, contingent on the availability of funds and Contractor performance. Late or incomplete proposals/bids will not be accepted Offers must comply with all of the terms of the RFP, and all applicable local, state, and federal laws, codes, and regulations. The County may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP. Further, the County may reject a proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP. A Proposer may not qualify the Proposal nor restrict the rights of the County. If Proposer does so, the Proposal may be determined to be a non-responsive counter-offer and the Proposal may be rejected. No Proposal shall be rejected, however, if it contains a minor irregularity, defect or variation. If the irregularity, defect or variation is considered by the County to be immaterial or inconsequential, the County may choose to accept the Proposal. Contractor shall ensure that it has all necessary licenses, permits and/or certifications required by Federal, State, County, and municipal laws, ordinances, rules and regulations. The Contractor shall maintain these licenses, permits, and/or certifications in effect for the duration of this Contract. Contractor will notify County immediately of loss or suspension of any such licenses, permits, and/or certifications. Failure to maintain required licenses, permits, and certifications may result in immediate termination of this Contract
