Description | Question Deadline 07/19/2023 at 2:00 PM PT All questions and issues regarding the RFQ and SOQ processes, requirements, criteria, and/or information, must be submitted electronically by posting same to the online vendor portal The Security Operations Center Project (SOC) will be located on ELACs Corporate Center site. Under one building, the SOC will be designed and constructed to allow responders to coordinate efforts and dispatch resources from a centralized site. The SOC project will be a District-Wide Essential Services Building with approximately 3,000+ gross square feet, stand-alone, single-story structure; and function as a central command and control facility responsible for carrying out the principles of emergency preparedness and emergency management and/or disaster management functions at a strategic level - during an emergency - and ensuring continuity of operations for LACCD (District). The facility will be equipped for video monitoring, door locks/access controls, lighting, and fire alarms across all nine (9) colleges and two (2) satellite locations. This building will need to operate up to 72 hours after a natural disaster or man-made event. In addition to the scope outlined above, the SOC will require separate - and dedicated - site and building utility system requirements for the project including: electrical power (low-voltage/security), UPS, backup generator system, domestic water, fire water, hot and chilled water, sanitary sewer, storm water, and identify existing utility systems modifications; ADA compliance; and provision for storm water control measures, and development of landscaping. Photovoltaics will need to be studied and Electric Vehicle Stations identified on or adjacent to the site location. "Opportunities for Local, Small, and Emerging Businesses"("LSEB Policy") and increased the participation goal from 28% to 30%. The 30% goal has recently been increased again by the District's adoption of an Amended Project Labor Agreement on July 8, 2015 ("APLA"). T The District reserves the right to reject any or all of the submitted Statements of Qualifications at any time if it deems doing so to be in its own best interests. During the RFP portion of this procurement, Finalists will be required to submit a Proposal Bond, a form of which will be included in the RFP. Performance Bond Before the performance of any services during the Construction Phase Services, the DBE will be required to submit a Performance Bond, a form of which will be included in the RFP. Payment Bond Before the performance of any services during the Construction Phase Services, the DBE will be required to submit a Payment Bond, a form of which will be included in the RFP.
