Description | As of January 13, 2022, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: On behalf of the Michigan Department of Military and Veterans Affairs, the Department of Technology, Management, and Budget (DTMB) is seeking proposals from qualified architectural / engineering firms to provide professional services for the design of a new facility to serve both the Michigan Youth Challenge Academy (MYCA) and the Michigan Job Challenge Program (MJCP). This request is to provide Phase 200 Program, Phase 300 Schematic Design, Phase 400 Preliminary Design, and Phase 500 Final Design Services as described in the DTMB Contract for Professional Services: Billing Rate - Not to Exceed sample contract and execute the project in compliance with the Military Construction (MILCON) program, including all requirements, processes, and references as described in the United States Air Force Project Manager's Guide for Design and Construction (2007). The PSC will prepare project documents through Phase 500 / Ready-To-Advertise (RTA). Upon completion of Phase 500 / RTA, this project will be submitted to the Federal government for construction funding request. The Michigan Youth Challenge Academy (MYCA) educates, trains, and mentors at-risk youth in a quasimilitary environment at no cost to participants, giving young people the skills to become productive and responsible citizens. The Michigan Job Challenge Program (MJCP) is an extension of the MYCA. MJCP participants are taught life skills and professional entry level employment skills in one of several available pathways, ranging from Certified Nursing Assistant to Welding. Both MYCA and MJCP are funded by the National Guard and are based upon the core components set forth by the National Guard Bureau. Twice a year the MYCA and MJCP each offer a five-month program, which together produce around 600 graduates annually. The MYCA is currently housed in Building 13 on the 1920s campus of the of the Veterans Affairs Medical Center. The MYCA space needs have grown as the program has become increasingly popular, and the MYCA desires larger spaces with a different configuration and improved technologies suitable to the needs of the program. The MJCP is currently a tenant in the Fort Custer Training and Conference Center, which offers on-site housing, several multi-purpose room and classrooms, a full-serve cafeteria, and an auditorium to accommodate a variety of training uses. Although the MJCP has sufficient space and services to support their program currently, they are unable to share spaces and staff resources with the MYCA due to distance between the two facilities and MJCP growth potential is limited at the current location. The goal of this project is to combine the MYCA and MJCP programs within a single new 125,000 SF facility, where the two programs will share programming spaces and support services. This will increase efficiencies and create a wholistic identity for both growing programs. Approximately 12.2 acres of undeveloped land has been allocated for this facility within the secured Fort Custer perimeter for this purpose. The site is located between W. Dickman Road and Hermonia Road and is adjacent to the Michigan Army National Guard located at 2501 26 th St., Augusta, MI 49012 to the east and the DNR Fort Custer State Park to the west.
