Description | Federal Correctional Complex (FCC) located at 846 NE 54th Terrace Coleman, Florida 33521, intends to solicit for the provision to acquire a Programmable Logic Controller (PLC) based Automatic Transfer Switch (ATS) replacement located at FCC Coleman, USP I. This solicitation is to award a single Firm Fixed Price (FFP) contract with the Lowest Price Technically Acceptable (LPTA). 1. Remove existing PLC components. All disassembly shall be conducted in such a manner to preserve the operational function and integrity of the functioning components and ease reinstallation of new parts and equipment such as labeling communication wire terminations, power terminations, etc. 2. All removed components will be retained by FCC Coleman Installation of New Parts: 1. Contractor will provide all tools, parts, materials, equipment, incidentals, programming, testing, reports and labor to design, build and install a fully operational PLC based automatic transfer switch as specified herein. 2. All parts, components and programming will meet the generator manufacturer's approval and specifications. The PLC shall communicate over existing Ethernet, with existing PLC infrastructure, currently Allen-Bradley Control Logix and Allen-Bradley Panelview). Written and verifiable manufacturer's approval will be required and shall be provided to the COR with submittals. 3. Technician(s) shall be factory trained by the generator manufacturer (Caterpillar) specifically for the type of service being provided (PLC design, programming and installation). Written and verifiable documentation of current manufacturer training for on-site technician(s) shall be provided to the COR at time of award. 4. Work performed shall comply with all industry standards and codes for this application. 5. All components will be procured and tested by the contractor prior to arrival and installation at FCC Coleman. 6. Generator engine shall be tuned for synchronization and load control. |
