Description

A pre-bid conference will be conducted on Thursday, 16 February 2023 at 1:00 PM (CST) for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will begin at the 188th Wing Headquarters parking lot. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference. 3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the following information for all attendees to Mr. Sam Bond and Ms. Devin Green at the following addresses: samuel.bond.1@us.af.mil and devin.green.5@us.af.mil. BLDG 422 GYM RELOCATION, PROJECT HKRZ222108 Work shall be performed in accordance w ith the Statement of Work. This project is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 236220 and the Small Business Size Standard is $39,500,000.00. Construction project magnitude is betw een $100,000.00 and $250,000.00. A pre-bid conference and site visit is scheduled for 16 February 2023 at 1:00 p.m. SF1442, Block 11 - SEE SECTION 00700, CLAUSE 52.211-10 FOR PERIOD OF PERFORMANCE. Aw ard w ill be made to the responsible bidder w hose bid conforms to the invitation for bids (IFB) and is most advantageous to the Government considering only price and price related factors. Funds are not presently available for this contract. Currently the Government anticipates funds w ill become available prior to but no later than midnight 30 September 2023. This action has been identified on the National Guard priority list for aw ard if funds become available and the prices received are w ithin an aw ardable range. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 03/09/2023 at 10:00 AM CT The 188th Wing, Arkansas Air National Guard, Civil Engineering Squadron in Fort Smith AR intends to renovate Building 422 to prepare it for use as a Gym. This project and Statement of Work (SOW) will provide the information and specifications for this modification. The work required by this project includes furnishing all plant, labor, and materials required to accomplish the project in strict accordance with this statement of work. BUILDING 422 RENOVATION OVERVIEW DEMOLITION OVERVIEW: - Remove 2ea 10 Ton air conditioner condensers and 2ea air handler from building 202 (to be re-located and installed at building 422) - Relocate existing fire devices (pull stations) as necessary for construction. Building 422, Electrical upgrade: - Upgrade building electrical service to 3 phase 220 volt 400 Amp. - Replace existing breaker panel with 3 phase 400 amp (min) 48 space breaker panel and reconnect existing circuits as applicable.(lights, communication devices, fire panel, security panel, heaters, garage door controllers, etc.) - 4 ea. three phase disconnects to support HVAC system, 15ea. 120 volt 20amp dedicated outlets, 11ea 120 volt 20 amp outlet, 6 ea. 120 volt 20 amp outlet installed at 8ft height. Building 422, Plumbing upgrade - Connect building to existing sewer with 4" line (approximately 250 linear foot.) - Connect building to existing 8" water service with 1 1/4" water line (approximately 150 linear foot.) - Install a 1 1/4 inch back flow device on new water service for facility. W50S6Q23B0002 Page 27 of 48 - Install heated utility enclosure for backflow device and sewer drain and vent. - Install bi-level ADA water fountain with bottle fill. - Install drain with vent to service bi-level water fountain ELECTRICAL OVERVIEW: Contractor is to install electrical wiring, circuits, outlets, panels, receptacles, equipment shut off switches, and grounding as required for Building 422. Contractor is to ensure that electrical installation is in compliance with the National Electrical Code (NEC), and all other local, state, and federal codes. The installed electrical materials should follow the aspects of system design of the base system and include: HVAC OVERVIEW: Building 422, HVAC Systems: - Install all required electrical conduit, wires, and equipment disconnect switches to power two each ten ton commercial, 3 phase, HVAC Systems. Install all conduit, wiring, and devices from panels in to the HVAC equipment. - Install equipment disconnect switches on the exterior walls near each HVAC unit. - Condenser will be supported on a level concrete or a synthetic support pad. - Install an electrical disconnect switch on interior wall connecting to the AC systems. - HVAC unit shall be powered by 208 Volt 3 Phase - Install two thermostats in lockable cover boxes. PLUMBING OVERVIEW: Building 422: - Install 3" Schedule 40 PVC sewage drain to existing line approximant 250 feet - and 1 1/4 inch Schedule 40 PVC water supply - Install waters shutoff valve at water service tap with curb box. -Install two ADA water fountains with bottle fill and all plumbing line, vents and valves as required for proper installation and operation. - Install a shut off valve on the water fountain water supply. - Install water service with backflow protection. - Install one hose bib - Wrap new water pipe with insulation. - Install heated hotbox around backflow device and sewer drain. Hotbox shawl be attached to facility at designated location and have a securable access boor. STRUCTURAL OVERVIEW: Building 422: W50S6Q23B0002 Page 28 of 48 - Install a ten foot high approximately 280 linear foot of walls, 2 inch by 4 inch wooden stud wall. Wall shall be installed with clearance from existing HVAC ductwork. Attach bottom plate of wall every 18 inches to floor. Attach the top of the wall every two feet with cross bracing to the existing ceiling trusses or existing wall. Wall shall have 16" O.C. studs, single bottom plate and double top plate, and gypsum board across all sides including the top. Install plywood blocking across the length of the wall. Blocking is used to hang several government installed, large mirrors. - Paint all wall mounted exposed electrical conduit to match wall color . - Wall gypsum board shall be taped and finished to level 4, and painted with one coat of primer and two coats of paint. - Trim out wall with four inch vinyl baseboard, and 1"x4" wood trim on the top wall edges. - Install one door with all hardware, locks and window. Door hardware keys to base cores.
