Description

The Board of Education of Cheboygan Area Schools is accepting firm, sealed bids for a reroof at the East Elementary School. Oral, telephone, fax, or electronic mail bids are invalid and will not receive consideration. Bids must have the following label clearly visible on the package: EAST REROOF BID. Bids will be publicly opened and read aloud at 9:00 a.m., local time on Monday, July 25, 2022. In order to conserve our natural resources and keep printing costs efficient, we encourage bidders to view bid documents, plans, and specifications from electronic sources whenever possible. Copies of all bid documents may be purchased from Traverse Reproduction at (231) 947-6284. Questions during the bid process may be directed to Todd Seidell, Architect, Seidell Architects, 114 North Court Street, Gaylord, Michigan 49735 or (989) 731-0372 or todd@seidellarchitect.com. No bids may be withdrawn for at least 60 days after the bids are opened. Per MCL 380.1267, all bids must be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the owner or any employee of the bidder and any member of the Cheboygan Area Schools Board of Education or the Superintendent of Cheboygan Area Schools. No bid shall be accepted that does not include this sworn and notarized disclosure statement. In compliance with the Iran Economic Sanctions Act, MCL 129.311, et seq., all bids must be accompanied by a sworn and notarized Affidavit of Compliance. No bid shall be accepted that does not include this sworn and notarized statement. All bids must include a Bid Security for of the bid amount payable to Cheboygan Area Schools, in either the form of a certified bank check or bid bond. This project is being financed by federal Elementary and Secondary School Emergency Relief (ESSER) funds. As a federally funded construction project over $2,000.00, the project must comply with the Davis-Bacon Act, 20 USC 1232b. Accordingly, the Contractor is required to ensure that prevailing wages are paid in accordance with that Act and its implementing regulations: (1) Contractor shall pay all mechanics and laborers employed directly on the site of the work, unconditionally and at least once a week, and without subsequent deduction or rebate on any account, the full amounts accrued at time of payment, computed at wage rates not less than those stated in the advertised specifications, regardless of any contractual relationship which may be alleged to exist between the Contractor or subcontractor and the laborers and mechanics; (2) Contractor shall post the scale of wages to be paid in a prominent and easily accessible place at the site of the work; and (3) There may be withheld from the Contractor so much of accrued payments as the Owner considers necessary to pay to laborers and mechanics employed by the Contractor or subcontractors on the work the difference between the rates of wages required by the Agreement to be paid laborers and mechanics on the work and the rates of wages received by the laborers and mechanics and not refunded to the Contractor or subcontractors or their agents. Cheboygan Area Schools reserves the right to reject any and all bids, either in whole or in part; is not obligated to accept the lowest or any other bid; may waive any informality, irregularity, and/or errors in bids; and in general, to make awards in any manner deemed to be in the best interests of the owner.
