Description | For Wastewater Treatment Facility Upgrade The Project includes the following Work: Work under this project includes, but is not limited to, all labor, materials, equipment, and incidentals for the complete upgrade of the Southwest Harbor Wastewater Treatment Plant including general conditions and mobilization, temporary construction facilities, demolition and site clearing, excavation, ledge removal, earthwork, erosion control, rock anchors, pavement, utilities including water, sewer and drainage, chain link fences, precast concrete structures, hatches, wet wells, site restoration, cast-in-place concrete, concrete rehabilitation and repair, masonry, all wood framed structures, structural steel, metal, gratings, railings, bollards, rough and finish carpentry, dampproofing and insulation, roofing and siding, steel and fiberglass doors and hardware, windows, suspended ceilings, tile floors, painting, building fixtures, and all equipment including mixers, sump pump, suction lift, influent centrifugal and metering pumps, grit removal system, blowers and diffusers, alkalinity and chemical systems, flow meters, hoists, slide and sluice gates, valves, Sequencing Batch Reactor (SBR), expansion joints, process piping, SCADA, plumbing, HVAC, electrical, and ventilation system, conduit, cables, alarms, asbestos floor tile removal, lead paint removal, and all materials for a complete working system and plant upgrade. Alternate Bid No. 1 includes the full replacement of the laboratory cabinets, counters, and fixtures. Alternate Bid No. 2 provides a credit from the Base Bid for the deletion of the exterior chlorine contact tank and the construction of a smaller Chemical Building that will contain only the alkalinity system. Alternate Bid No. 3 provides a credit from the Base Bid for the deletion of the proposed Vortex grit removal system including all accessories and appurtenances. Bids are requested for the following Contract: Wastewater Treatment Facility Upgrade Project has an expected duration of 730 days. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A-Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron, This project will require compliance with the Federal Build America, Buy America Act (BABA). Bid Bond "A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions." Agency Not a Party "This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program and the Rural Utilities Services (RUS) of USDA. Neither the State of Maine nor United States government nor any of its departments, agencies, or employees is or will be a party to this contract." SRF Disadvantaged Business Enterprises Program "The contractor must comply with the Disadvantaged Business Enterprises (DBE) requirements contained in the CWSRF Supplementary Conditions." Federal Requirements "The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions." Davis-Bacon and Related Acts "The contractor must comply with the Davis-Bacon Related Act per the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents.
