Franklin Boulevard Complete Street PS and E and Row

Professional services to complete all final engineering including Plans, Specifications, and Estimate (PS&E) for roadway civil, drainage, and landscape improvements; utility relocation; right of way (ROW) and public outreach. This Complete Street project will transform the Franklin Boulevard corridor between Sutterville Road and 32nd Avenue into a bike- and pedestrian-friendly street. The project will include a reduction in travel lanes from four to two with a center turn lane; Class IV protected bikeways separated from vehicle lanes by vertical curbs and refuge islands; a protected intersection (the first in the City); modified traffic signals; and improved pedestrian facilities including crosswalks, pedestrian-scale lighting, buffer planters, shade trees, and accessibility improvements.
