Sanitary Building Sewer Lateral Cleanout Installation in Riverdale Park Lift Station F Area and Riverland Drive Lift Station H Area

The City of Mequon, Wisconsin, by the undersigned Director of Public Works/City Engineer, will receive Bids for the Sanitary Building Sewer Lateral Cleanout Installation in Riverdale Park Lift Station "F" Area and Riverland Drive Lift Station "H" Area. ENGINEERING PROJECT FILE NO. 3566-22-C Bids shall be submitted on the electronic bid forms provided in the QuestCDN vBid portal. They will be made available beginning August 25, 2022. All blanks must be filled in for the bid to be accepted. GENERAL WORK DESCRIPTION The base bid includes providing traffic control for the length of the project; installation of 98 permanent sanitary building sewer lateral cleanouts in turf and pavement, installation of 186 lineal feet of 4-inch dia pvc sanitary building sewer lateral, installation of 378 lineal feet of 6-inch dia pvc sanitary building sewer lateral, installation of 16 4- inch to 6-inch pvc sanitary building sewer later- al reducer fittings and surface restoration. Additive work could in- clude providing traffic control for the length of the additional project are- as; installation of 52 temporary and permanent sanitary building sew- er lateral cleanouts in turf and pavement, installation of 186 lineal feet of 4-inch dia pvc sanitary building sewer lat- eral, installation of 129 lineal feet of 6-inch dia pvc sanitary building sewer lateral, installation of 5 4-inch to 6- inch pvc sanitary build ng sewer lateral reduc- er fittings and surface restoration. BIDS: For this project, the City of Mequon will ONLY be receiving and accepting bids via the online electronic bid service through Quest CDN.com. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. The electronic bid form will be available beginning August 25, 2022. COMPLETION DATE: All work shall be sub- stantially completed by March 3, 2023. All restoration work shall be com- pleted by May 12, 2023. Failure to meet this deadline will result in the assessment of liquidated damages as specified by the Contract Documents. Q U A L I F I C A T I O N STATEMENT: Bidders shall be required to submit a statement of financial ability, equipment, and experience in the work prescribed. This Pre-Qualification Statement shall be submitted to the office of the Engineer no less than five days prior to the opening of bids. Failure to submit a pre-qualification statement at least five days prior to bid opening will result in the rejection of the bid. Pre-Qualification Statement forms can be obtained at the office of the City Engineer. Re- view of qualification statements will be made by the Engineer prior to award. Those firms whose qualifications are found to be unacceptable shall be disqualified from consideration of a- ward. Bidder must also submit a separate pre- approval outlined in 01300 submittals. Contractor and subcontractors shall complete registration with the Mil- waukee Metropolitan Sewerage District for inclusion on the MMSD List of Approved Contractors prior to bid. Contractors not on this list, for municipal financial reimbursement eligibility from MMSD for sewer lateral work, shall be disqualified. BID SECURITY: A certified check, or satisfactory Bid Bond payable to the City of Mequon in the amount of not less than five (5%) percent of the Bid shall accompany each Bid as guarantee that if the Bid is accepted the Bidder will exe- cute and file the Con- tract Performance Bond and Insurance Certifi- cate as required by this contract within ten (10) calendar days after Notice of Award of the Contract by the City. BID REJECTION: The City reserves the right to reject any and all Bids, waive any informalities or irregularities in Bid- ding or accept any Bid or Bids which, in the opinion of the City, shall serve the City's best interest. BID WITHDRAWAL: No Bid may be withdrawn for a period of forty-five (45) days after the time and date set for the opening thereof, without the consent of the City. AWARD OF CONTRACT It is anticipated that authorization to award to the selected qualified, responsive and responsible low bidder will be granted at the September 13, 2022, Common Council meeting. The se- lected contractor shall, within ten (10) calendar days after notification, provide to the City of Mequon the required contract documents for signature.
