Description

SOLICITATION NO. N40085-23-R-2527: NOAA OMAO Ship & Support Facility Relocation NAVAL STATION NEWPORT, RHODE ISLAND All correspondence regarding this solicitation shall be directed via email to Amanda Bricker at amanda.l.bricker.civ@us.navy.mil. This acquisition is being solicited on an unrestricted basis, with Full and Open Competition. 1.1.2 The NAICS code for this procurement is 236220 and the size standard is $45,000,000. 1.1.3 In accordance with DFARS 236.204(iii), the magnitude of construction for this project is between 100,000,000 to $250,000,000. 1.1.4 This solicitation is formatted as a Request for Proposal according to FAR Part 15. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government Factor 4, Past Performance: (i) Solicitation Submittal Requirements: Recent, relevant projects are determined within the requirements for Factor 1, Corporate Experience. IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor 1, Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE. IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (Attachment D), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Amanda Bricker at amanda.l.bricker.civ@us.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In your email request, please include a list all attendees with email addresses for each attendee. Once confirmed, the meeting information will be forwarded to each attendee. 1. Site Visit at Naval Station Newport Date: 16 February 2023 Time: 1100 EST Meeting Location: Intersection of Andersen Ave and Pier Access Rd. (this is on Naval Station Newport, Look for dirt lot at edge of water). Please reference Attachment J-Site Map. ***THE FOLLOWING NEEDS TO BE COMPLETD FOR ALL ATTENDEES THAT NEED BASE ACCESS: Attachment B1-SECNAV FORM 5512- NSNPT - must be completed for each individual attendee who needs base access. Attachment B2- SECNAV FORM 5512-NSNPT SAMPLE can be used as a guide. Ensure to complete all highlighted fields and complete all information to ensure your forms are processed. Deadline to submit base access forms is 2 February 2023. ***Please ensure you allow sufficient time the morning of the site visit to get to the pass office and for access processing. Attachment B1-SECNAV FORM 5512-NSNPT is required for each individual with their signature and initials where required.. The attached version of form 5512 must be utilized. All other versions will be rejected. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 850 calendar days. The time stated for completion shall include final cleanup of the premises. *The calendar days to compl;ete this contract inludes the 15 calendar days for the submission and approval of performance and payment bonds after contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
