Description

The work to be performed shall consist of furnishing all materials, tools, and equipment and performing all labor necessary for constructing the improvements as set forth in the Bid, as shown on the Drawings, and as Specified. The work generally consists of removing solids from the water treatment plant sludge lagoon, drying the material, and transporting it to a designated facility for disposal. All requests shall be submitted by 2:00 PM local time 7 days prior to the bid opening date. All Requests will be answered promptly and up to 7 days prior to the bid opening. No submitted bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for the receipt of bids. The Owner reserves the right to accept or reject any or all Bids and to waive informalities. Bids shall contain prices, in words and figures, for the work bid on. All bids shall be submitted on the bid form included in the Contract documents. All bids must be accompanied by a certified check, or a bid bond of a reputable bonding company authorized to do business in the State of Georgia, in an amount equal to at least ten percent (10%) of the total amount of the bid. The bid bond shall be prepared on the form of the bid bond attached to the Contract Documents or a surety company's standard bid bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of the United States Treasury Circular 570. Upon the proper execution of the agreement and required bonds, the checks or bid bonds of all bidders will be returned to them. All bidders must be licensed contractors as required by Georgia Law Code 43-14-8.2, State of Georgia. The utility contractor license number shall be written on the face of the bid envelope; otherwise, the bid shall not be opened. If two envelopes are used, this information must also appear on the outer envelope. A contract performance bond and payment bond, each in an amount equal to one hundred percent (100%) of the agreement amount, will be required of the successful bidder.
