The City Council of the City of Owatonna, Minnesota, will receive bids for the making of the following described improvements: construction of the 2022 Cured in Place Pipe System (CIPPS) Project in accordance with the Plans and Specifications prepared by the City Engineer. Bids for the construction of the Project will be received by the City of Owatonna electronically through QuestCDN . At that time the Bids received will be posted online. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidding Documents may only be purchased for download online at the designated website for a fee of $22. This fee is nonrefundable. The bidder must electronically submit the proposal online using the designated website. The bidder must pay an online bidding fee of $20. A Proposal Guaranty for at least 5% of the total bid amount shall accompany the proposal as outlined in the project documents. A bidder’s bond shall include certified copy of the power of attorney. All bids will be opened in the Owatonna City Council Chambers and tabulated. The affidavit shall be signed by the bidder if he is an individual, by a partner if the bidder is a partnership, or by an officer or employee of the corporation having power to sign in its behalf, if the bidder is a corporation. The affidavit shall state that the person signing it has fully informed himself regarding the accuracy of the statements made in it. Any bid not accompanied by this affidavit will be rejected. The Council reserves the right to, (1) defer acceptance of any bid, not to exceed 40 days, (2) reject any or all bids, (3) waive any informalities and technicalities.
