Description | The Utilities Department, Wastewater Division is requesting contracting services to remove solar de-watered bio-solids from earthen non-lined drying beds located at the City's Sutter Treatment Plant (STP), then transporting the bio-solids to the City's Jennings Treatment Plant (JTP) for further processing including screening of plastic, hydration, rototilling and land application. The distance from STP to JTP is approximately seven (7) miles. Bio-solids are byproducts of the wastewater treatment removal process. Removal of the dried bio-solids provides renewed drying bed space for this revolving process. The bio-solids are solar dried in earth drying beds. Each summer City staff will determine which drying beds had dried sufficiently to be processed further. The dried bio-solids are removed from the drying beds and transported to JTP where they are screened, rototilled, hydrated and applied to City owned ranch fields as a soil amendment. Additionally, some beds contain the waste collected from our digester cleaning process which consists of digested sludge mixed with large amounts of sand and other insoluble debris. The payment of prevailing wages is required for maintenance under this agreement and all provisions of Section 7.04 of the General Provisions contained within the CITY standards shall apply.
