Description

City of Marion, Indiana, Department of Parks and Recreation (the "Parks Department") will receive sealed bids for construction of the following project: Project Location: The Project is located at 701 E. 2nd St., Marion, IN 46952, between 1st Street on the north and 2nd Street on the south, and Sweetser Street on the east and Flynn Street on the west. Project Description: The contractor will be responsible for removing all trash, tree waste & debris, existing concrete and/or asphalt within the grassy area between 1st & 2nd Streets, and Flynn & Sweetser Streets (Project Site). All existing electrical hookups and meters will be disconnected and removed, and topsoil on-site will be stripped and stockpiled in preparation for rough grading. Erosion control measures will be installed and maintained by contractor as indicated on the plans and specifications and/or as directed by Project Owner. Rough grading will result in a level project site that drains from the northeast corner of the block towards the southwest corner, without disturbing the existing ground within the drip lines of existing mature trees on site. Silt fence will be used to protect the existing shade trees (see plans). Excavation for the pedestrian paths within the project site and the parking areas along the road may result in a net gain of available borrow. If excess borrow is generated by rough grading it shall be stockpiled where indicated on the plans for use during phase 2 work. Concrete footers and/or pads will be poured for all features, structures, and fencing placed on-site, and water lines for the drinking fountains and dog wash station will be set in the location of those features needing a water supply. All "Dog-on-it" features, benches, and picnic shelters will be surface mounted to concrete pads and footers, and fencing, gates, and entryways will be installed with concrete footers as indicated on the plans. All lawn 1areas will be seeded and mulched with straw upon completion of final grading. Any excess borrow generated by grading shall be stockpiled as indicated on the plans. Bid Process: Questions can be directed to Flatland Resources, Tyler Freudenthal at 765-284-2328. No Bid will be considered unless submitted on a copy of the printed Proposal Form in the Bidding Documents. Bidders must obtain Bidding Documents from Flatland Resources or the City of Marion Parks Department to be included in the project plan holders list to ensure proper notification of any Addendum. Failure to obtain Bidding Documents in this manner may be deemed as non-responsive and may result in Bid rejection A public copy of Instructions to Bidders and Bid Forms will be available for public viewing between the hours of 8:00 a.m. and 4:00 p.m. at the Office of the Marion Parks Department, beginning Thursday, August 10th, located at 301 S. Branson, Marion, IN 46952. Please call in advance to review plans at 765-382-3761. Bids shall be submitted on State Board of Accounts Form #96 along with a properly signed Affidavit of Non-Collusion. A 5% bid bond or certified check will be required with the bid and shall be made payable to the City of Marion Parks Department. A performance bond equal to the contract price and a payment bond to insure the payment of subcontractors, material suppliers, contract laborers and persons furnishing services will be required upon award of contract. No bid may be withdrawn after the scheduled time for opening bids without the written consent of the City of Marion Parks Department. The Board reserves the right to reject any or all bids and to waive any or all irregularities in any or all bids.
