Description | At the new wastewater treatment plant site: construction of a Control Building housing positive displacement blowers, laboratory/office space, electrical controls, air compressors, ortho-phosphate analyzer, wastewater samplers, and a storage garage; a Secondary Service Building housing a horizontal chopper sludge mixing/loadout pump, chemical phosphorus removal system (peristaltic pumps and storage tanks), chemical safety shower and eyewash station, water heater, electrical controls; an activated sludge package plant consisting of a concrete structure containing aeration tanks, clarification and aerobic sludge digestion basins, an ultraviolet (UV) light disinfection system (concrete structure, UV light equipment, Parshall flume, and a submersible pump); a concrete sludge storage tank with geodesic aluminum dome, telescoping valve, and nozzle mixing system; sanitary sewer forcemain, fiberoptic cable, and watermain. At the existing wastewater treatment plant site: partial demolition of the Headworks Building interior, structural and architectural modifications, equipment removals, wastewater dry pit pumps, and demolition and partial removal of existing process tanks. Work at both sites include mechanical piping, valves, plumbing, HVAC, electrical work, standby generators, SCADA system, yard piping, site work, dewatering, grading, gravel access driveways, fencing, turf restoration, and erosion control. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Steven Sell, 1702 Pankratz, Madison, WI 53704. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components Pig Iron and direct reduced iron, and. OWNER reserves the right to waive any informalities or to reject any or all bids.
