Solicitation Notice Solicitation Notice Page 5 of 5 Solicitation Notice *=Required Field Presolicitation Notice Page 1 of 5 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Construction and Facilities Management(CFM) - Western Region anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Invitation for Bid Upgrade Hot & Cold Domestic Water System located at the 3350 La Jolla Village Dr, San Diego, CA 92161. PROJECT DESCRIPTION: The contractor shall furnish all tools, materials, equipment, and labor necessary for the completion of 3350 La Jolla Village Dr, San Diego, CA 92161 at the San Diego VAMC, in accordance with the drawings and specifications. The Overall Project will be performed within the Upgrades and shall be phased by Building level and then quadrant, if applicable. The contractor shall provide a schedule for VA approval prior to commencing work that identifies the schedule for each phase including allowances to adhere to project ICRA requirements shown on the drawings, Contractor shall mitigate facility disruptions and shall coordinate all shutdowns with the VA at a minimum 3 weeks prior to beginning work in that area. Night and weekend and off-hours premium time is mandated for noise abatement and utility shutdowns. Facility hours of operation are 7:30 AM to 4:30 PM Monday through Friday. Bids shall include an allowance for this off-hours work requirement SDVA Medical Center: Building 1, Building 2, and Building 11; including the interstitial spaces directly above and below; and adjacent spaces as indicated on the drawings and specifications. Existing plumbing piping and fixtures indicated on the drawings are based on field surveys and VA-provided as-built drawings. Building 1, Building 2, and Building 11 are part of an active campus subject to continuing changes and renovation. The contractor shall include a 20% allowance on the total material, labor, and overhead costs to ensure differing site conditions are covered in the Base Bid. This 20% allowance will provide a level bidding environment while still accounting for unforeseen existing conditions and changes to the quantity of piping and fixtures to be replaced and/or removed under this contract The contractor shall completely prepare the site for building operations, including demolition and removal of existing systems and structures, furnish labor and materials and perform work for Legionella Domestic Water Repair Buildings 1, 2, and 11 at VAHCS, San Diego, CA as required by drawings and specifications. The project requires the introduction of a monitoring and control system into the existing domestic hot and cold water system as shown in the drawings and described in the specifications. The contractor shall provide fully transparent pricing for the following water treatment and monitoring systems: a. The project will establish a protocol for the prevention and control of healthcare-associated Legionella disease in Veterans Health Administration (VHA) buildings where patients, residents, or visitors stay overnight. The implemented solution must meet VHA Directive 1061 requirements. The VHA building types include acute care facilities, community living centers, domiciliary, the Fisher House, temporary lodging facilities, and active medical wards. B. The intent of this plan is to provide methods of risk management for the prevention of Legionellosis associated with commercial building water systems. This prevention plan is intended for use by the VHA, architectural and engineering design teams, contractors, and commissioning agents, as well as the VHA operation, maintenance, and building water systems service staff of the VHA. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. Amendments to the solicitation will also be posted on this website. The solicitation is issued on 6/24/2022. There will be a pre-bid conference/site inspection held for this project and all prospective bidders are strongly encouraged to attend on 06/30/2022 from 1300 hours to 1400 hours PST. The bid submission date shall be 8/1/2022, NLT 2:00 pm PST. The bid shall be submitted Electronically by electronic communication to the contracting officer Dominik Gammon at Dominik.Gammon@va.gov. The Bid Opening shall be done telephonically or in person at the site location permitting covid -19 restrictions on or around 08/02/2022. All construction and solicitation documents will be issued through the www.sam.gov portal. The information will be available without charge. Prior to construction, the contractor will be required to provide a phasing schedule indicating how the project will be phased and how Upgrade Domestic Hot And Cold Water Systems will be brought to the building without disrupting patients and employees The Government will not be providing physical hard copy documents of the solicitation. Interested bidders are encouraged to visit the www.sam.gov portal. the secondary Governmentwide point of entry in accordance with 5.204 is the mail submission address unless other than stated by the Contracting Officer through solicitation amendment. The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000.
