Code Consulting Services - Redevelopment of the Pimlico Racing and Laurel Park Racing Facilities

The Racing and Community Development Act of 2020 (the “Act”) was enacted by Chapter 590 of the Acts of 2020 and is codified in various section of Title 10 subtitle 6 of the Economic Development Article of the Maryland Annotated Code. Pursuant to the Act, the Maryland Stadium Authority (“MSA”) is authorized to issue up to $375 million in bonds to finance the planning, design, and construction of the Pimlico Racing facility and Laurel Park Racing facility (together, the “Project”). The Project includes construction and improvements of barns, clubhouses, event centers, dormitories or other housing, equine diagnostic and health facilities, museums, training facilities, stables, tracks, infield areas, turf areas, green space, and roadways. Through this solicitation, MSA is seeking a highly qualified Code Consulting Services firm (“Consultant”) to provide third-party plan review and thirdparty inspection services (collectively “Services”) described in Sections 3 and 4
