The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue one solicitation with multiple projects as an invitation for bid (IFB) on or about June 18, 2023, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction services firms. The Contractor is to provide all Management and Supervision, Labor, Materials, Parts, and Equipment, etc., necessary for the specified Shrine Construction project consisting of 1) Raise and Realign, 2) Headstone Cleaning and 3) Topsoil/Turf Renovation for the National Cemetery Administration and Pacific District National Cemeteries listed. The anticipated contract Period of Performance will be based on each individual project. See SOW for details. The Product Service Code (PSC) for this procurement is Y1PZ Maintenance of Other Non-Building Facilities; the North American Industry Classification System (NAICS) code for this procurement is 238910 Site Preparation Contractors, and the Business Size Standard is $15.0 Million. Per FAR 36.204, the Magnitude of Construction for the projects are as follows: NMCP - between $1,000,000 and $5,000,000. Willamette Nat l - between $1,000,000 and $5,000,000 The acquisition type for this solicitation will be an Invitation for Bid (IFB). The IFB will utilize the Electronic Bid Delivery/Opening process. There will be no bids accepted via Postal Mail, USP, FedDex, or any other delivery method stated; with the exception that prospective bids CAN BE SUBMITTED via email to the Contracting Officer at auvorie.benson@va.gov. Interested Bidders are responsible for monitoring and downloading any Amendments from SAM.gov/Contract Opportunities website which may be issued to this solicitation. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. As noted, this procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
