Description

The Tohopekaliga Water Authority (Toho) invites interested engineering consulting firms with experience in advanced wastewater treatment (AWT) facility design to submit Statements of Qualifications (SOQ) for preliminary design, final design, permitting, bidding assistance, construction administration, and other miscellaneous related services for an advanced wastewater treatment project. The objective of the AWT project is to meet upcoming Lake Okeechobee Basin Management Action Plan (BMAP) nutrient effluent limits of 3 mg/L total nitrogen and 1 mg/L total phosphorous. The project is located at the Sandhill Water Reclamation Facility (SHWRF) in western Osceola County. The selected consultant will provide preliminary and final design services, bidding assistance, permitting services, construction administration services, and other miscellaneous services related to design; construction; and commissioning as required. The SHWRF is currently undergoing a construction project to expand capacity from 6.0 mgd to 7.5 mgd and to upgrade the headworks. The expansion construction is anticipated to be complete in July 2023 and the headworks construction in September 2023. The AWT project capacity will match the expanded capacity of 7.5 mgd with provisions for a potential future expansion to 9 MGD. It is anticipated that FDEP will require the AWT improvements to be constructed and in service by February 2027 to allow process stabilization and optimization to confirm compliance with BMAP by the anticipated August 2027 deadline. Additional SHWRF improvements and objectives may be included in the AWT project.
