Description

The North American Industry Classification System (NAICS) code for this procurement is 238210 (Electrical Contractors and Other Wiring Installation Contractors) and the annual size standard is $16.5M. The estimated price range is between $10,000,000 and $25,000,000. The Government intends to obtain all labor, materials, equipment, transportation, supervision, State and County taxes, permits, and incidental related work to modernize nine (9) patient elevators and four (4) material handling elevators in Building 1H at Naval Medical Center San Diego (NMCSD). The primary work for referenced elevators include demolition and replacement of the mechanical and control systems in machine rooms and hoist-ways, upgrade of the power distribution, fire protection and life-safety features upgrades and interfaces, lighting, and power in the machine rooms, hoistways, and elevator cabs interior finishes (wall, ceilings, floors), and door packages. It also provides pre-transfer signals from transfer switches to elevator controllers and adds transfer switch signal output. 4. INQUIRIES: All inquiries concerning any phase of this solicitation shall be made by the prime contractor to Deloris Rivers at deloris.a.rivers.civ@us.navy.mil or (619) 705-4628. All RFIs shall be submitted no later than 2:00 PM (Pacific Daylight Time) PDT on August 30, 2022 via email to deloris.a.rivers.civ@us.navy.mil. Any RFIs submitted after the cutoff date may not receive a response. All Offerors are required to utilize the RFI form for their RFI submissions (Enclosure 3). The Government Points of Contact (POCs) identified in this solicitation are to be contacted ONLY by prime contractors listed under this MACC contract. If any prime contractors, listed under this MACC, plan to solicit or be solicited by sub-contractors, the listed prime contractors are reminded to omit Government POCs and Government POC information from the prime contractors' respective publications of the RFP or portions of the RFP, whether by company or public website, newspaper, ads, etc. Prime contractors should provide their own POCs for such potential subcontractors, including the prime contractor's email address and phone number. 5. PRE-PROPOSAL CONFERENCE & SITE VISIT: A Pre-Proposal Conference & Site Visit is scheduled for August 16, 2022 at 9:00 AM Pacific Daylight Time PDT. The Site Visit will take place immediately following the Pre-Proposal Conference. The site visit will be conducted at the project site with NAVFAC Personnel and NMCSD staff. Please meet at the Naval Medical Center San Diego Entrance Courtyard adjacent to the Emergency Department between Buildings 1 and 2. Due to current COVID-19 rules, Everyone attending MUST have a mask to do the site walk and enter NMCSD facilities. Everyone planning to attend the site visit shall have a government issued I.D. (i.e. drivers license) and registered in the Defense Biometric Identification System (DBIDS) to pass through security. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
