Description | The Project shall encompass renovation and new construction of 20,000 square feet at the historic Belmont Library and 7,100 square feet at the historic St. Johns Library, and be designed and constructed to 21st century standards. It shall embody modern library services, with the flexibility to evolve in the future as service models and communities change. This project shall meet or exceed all Multnomah County standards and policies pertaining to major construction projects. The Project shall be delivered through the CM/GC method of project delivery, with the complete Project scope and details to be determined during the Design Phase through a Collaborative Project Delivery process (CPD) between the A/E Consultant, the CM/GC Contractor, Owner, and certain Project stakeholders. Among numerous other considerations, the Project shall: be designed and constructed in a manner that obtains the greatest long-term value for Multnomah County Library and its patrons; be deeply rooted in community input; result in the prudent expenditure of public funds within the constraints of the Project program and budget; establish itself as a model of seismic resiliency and energy efficiency for Owner; prioritize long-term maintenance and operational efficiencies while providing inspirational design; and account for the weather and seasonal variations in the Pacific Northwest. The Owners Representative will support the Sr. Project Manager, provide cost estimating services, and work with various County and Library representatives, the A/E Service Provider, various consultants, and the CM/GC (collectively, the Project Team) on this Project. The Owners Representative will also collaborate with the Project Team in coordinating with the local community and Agencies of Jurisdiction.
