Description

This Project involves maintaining and repairing the existing broadband network utilized by TYAD. The BBLAN is comprised of, but not limited to, the following types of components: Coax Cable (inside and out) approximately 31 miles, Head-End equipment, Amplifiers, Line Extenders, Power Supplies including backup, Remote Pilot Generators, Equalizers, Node Taps, Filters, Drops, Splitters, Couplers, Connectors, Pole Line Equipment and miscellaneous components. In addition, the contractor must be able to maintain and repair all components of TYAD’s Public Address Video Information System (PAVIS). PAVIS is used to broadcast Video on Demand (VoD) and live content occurring at the Depot. Additionally, PAVIS is used for digital signage to display various announcements. Constraints: This project will be executed while buildings are occupied and the current PAVIS system is in use. The entire LAN will operate as one system. The infrastructure of this system includes legacy equipment, some of which operates in underground areas. Contractor must be able to access these components and, as necessary, pump water from these underground areas. Replacement parts may not be available. Contractor must possess the means and knowledge to repair equipment as necessary. 3.0 PROJECT REQUIREMENTS: The below are being placed to help describe all of the major features of work and shall not be considered all the features. 3.1 Ethernet Drops The contractor shall provide a team of journeyman LAN cable installers to install and terminate category 5E, 6 and 6E LAN twisted pair cable drops as requested by the Contracting Officer’s Representative (COR). The Contractor shall perform drop installations within one (1) working day from the time of request by the Government unless otherwise specified by the COR. 3.2 Horizontal Install The contractor shall provide a team of journeyman LAN cable installers to install and terminate Government supplied 48 pair fiber optic or up to 200 pair copper telephone continuous cable either via Government conduit or ariel plant. Fiber terminations shall be accomplished via fusion IAW National Electrical Code (NEC). Installation pricing will be per 50 feet for both fiber optic and copper. 3.3 Coaxial Drops The Contractor shall provide all technical service, hardware, plant, labor, parts and material required to physically, electrically, and logically add to the existing Broad Band Cable Plant (BBCP) located at TYAD, up to 100 ea: 100 foot dual RG 59, or an accepted electrical equipment equivalent, from node taps to a specific demark location as designated by the Government. Work as described above shall be accomplished within two (2) working days of the Government’s request. 3.4 Pre Terminated Fiber Runs The contractor shall provide all technical service, hardware, plant, labor, parts and material required to physically, electrically and logically add to the existing BBCP located at TYAD: pre terminated fiber cables from node taps to a specific demark location as designated by the Government. Work as described above shall be accomplished within two (2) working days of the Government’s request. 3.5 Remedial Maintenance (RM) The Contractor shall provide RM for the entire LAN at TYAD, to include PAVIS. Calls for RM will be initiated by the COR. Before performing repairs, a quote must be provided by the Contractor and approval must be obtained from the COR. RM is performed to diagnose and correct LAN system or component malfunctions. It shall be accomplished when equipment failure occurs or when requested by the COR. The BBLAN shall be restored to operational status within eighteen (18) business hours after COR approval of quote or authorization is received. 3.6 Preventive Maintenance (PM) Contractor shall provide PM for the LAN, to include PAVIS. PM is performed to avoid equipment malfunction and to insure the LAN is functioning within design specification and in good operating order. Any malfunctions or discrepancies encountered during PM shall be corrected by the Contractor immediately IAW the provisions of REMEDIAL MAINTENANCE. The Contractor shall provide and use a check-list identifying all the LAN Equipment tested and all the tests performed. The Contractor shall perform PM as needed. 3.6 PAVIS Contractor shall provide all technical service, hardware, plant, labor, parts and material required to repair C-Cor 3000/ 4000 series Trunk Amplifiers and Line Extender Amplifiers as required to maintain PAVIS availability.
