Description | As of March 9, 2023, no bids were received. No definite date for the rebid. Description of Project: This project consists of the design of the City of Willard's Water Treatment System (WTS) Improvements, which includes improvements at the River Intake Building, Reservoir Intake Building, and the City's Water Treatment Plant (WTP). The River Intake Building consists of the replacement of the following: out-of-service 14,000 gpm pump with a 6,650 gpm, 150 HP pump, all existing valves, as well as the existing MCC with a new MCC containing soft start motors. Additional improvements include minor structural and architectural upgrades. The Reservoir Intake Building consists of the replacement of the existing pump #3 with a 125 HP pump on a variable frequency drive (VFD), as well as the existing MCC with a new MCC containing soft start motor starters, including a new generator, SCADA panel, and VFD equipment. Additional improvements include the installation of a bulk sodium permanganate feed system in a building addition, as well as minor structural and architectural upgrades. At the WTP, the installation of a parallel 65' clarifier will provide redundancy to the existing 65' clarifier. The filter system consists of the replacement of the following: all filter media, filter valves, effluent flow meters, and the underdrain. Further, an air scour backwash system, as well as filter-to-waste valves and piping system with an air gap structure will be installed. The chemical systems at the WTP will be converted to bulk storage for Hydrofluorosilicic acid (HFS), sodium hydroxide (CS), orthophosphate (OP), ferric chloride (FeCl), Powdered activated carbon (PAC), and chlorine gas (Cl). This includes a new chemical building addition to house, bulk and day storage tanks and peristaltic transfer pumps. Should a bidder find any discrepancies in or omissions from any of the documents, or be in doubt as to their meaning, he shall advise Prime AE Group, Inc. in writing, who will issue necessary addenda, or revised drawings, as may be appropriate. However, no request for clarification/information will be accepted after three (3) days before the date on which bids are due. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended. Attention of the Bidder is directed to the special requirements for wage rates, the hours of employment as ascertained and determined by Davis-Bacon Wage Rate Requirements (sam.gov/content/home) wage determinations. Successful Bidder must be an Equal Employment Opportunity Employer, which prohibits discrimination based on race, creed, color, national origin, sex, age, handicap, political affiliation, or beliefs. Each bidder shall submit with his bid a bid guaranty in the form of either a bond for the amount of 100% of the bid amount or a certified check, cashier's check, or letter of credit in the amount of 10% of the bid in accordance with Ohio Revised Code, Section 153.54. The form of the bond shall be in accordance with the requirements of Ohio Revised Code, Section 153.54. The proposal bond or certified check submitted with the bid will be held as a guarantee that if the proposal is accepted, a contract will be entered into. Proposal bonds and certified checks will be returned to all Bidders after the contract has been entered into and secured by a performance bond for 100% and payment bond for 100% of the contract with a satisfactory surety for the faithful performance of the work. The successful bidder will be required to execute an affidavit relative to delinquent personal property taxes pursuant to the provisions of Section 5719.042 of the Ohio Revised Code prior to entering into a contract with the City. No Bidder may withdraw his bid within 60 days after the actual date of the bid opening. The City of Willard, Ohio intends to accept the lowest and best bidder for the project but reserves the right to reject any and all, or parts of any or all bids and to waive any minor informalities in any bid, or to make the award in the best interest of the City. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). The Contractor shall note that there are Disadvantaged Business Enterprise participation goals for this project. |
