If a Proposer chooses to submit electronically, all other documents requested to be submitted with the Proposal shall be scanned fully and included with the Proposal submission. Questions regarding this solicitation shall be submitted in writing and directed to: Rene' Cotton, Property Administrator and Jennifer Comeaux, Assistant Properties and Accounting Administrator Ph: 337-703-4800 E: renec@lftairport.com and jenniferc@lftairport.com Each Proposal must be accompanied by proposal security in the amount of five percent (5%) of the total Proposal amount in the amount of five percent (5%) of the total Proposal amount. If Bid Bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders' surplus as shown in the A.M. Best's Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. No Proposal security indicating an obligation less than five percent (5%) by any method is acceptable. A non mandatory Pre-Proposal Meeting is scheduled for Tuesday, September 13, 2022 at 9:00 a.m. CDT at the Lafayette Regional Airport, LAC Administration Office 200 Terminal Drive, Suite 200, Lafayette, LA 70508. The purpose of the Pre Proposal Meeting is to familiarize Proposers with the requirements of the contract and the intent of the RFP, and to receive comments and information from interested parties. Any revision of the RFP made as a result of the Pre Proposal Meeting shall not be valid unless included in an addendum issued in accordance with the Instructions to Proposers. All interested parties are encouraged to attend the non-mandatory Pre-Proposal Meeting. No additional site visits will be permitted. Any questions or clarifications regarding this RFP, including scope of work and the manufacturer's specifications, shall be placed in writing to renec@lftairport.com and jenniferc@lftairport.com. Responses will be issued to all interested parties in the form of an addendum. All proposers shall comply with the security requirements which includes but is not limited to written certification. The LAC reserves the right to hold all Proposals for up to forty-five (45) days from the date of receipt without action, to reject any and all Proposals, to waive any irregularities in any Proposal and/or any informalities in this RFP, and to require statements or evidence of interested parties' qualifications including financial statements and references. The Contract will be awarded to the interested party determined by the LAC to have presented the most qualified Proposal, even though it does not offer the lowest direct expenditure. All interested and qualified persons are invited to submit Proposals.
