Description | The scope of work for this project consists generally of the construction of closure cap and passive gas venting system for Cells 0, 1, 2, and 2A (approximately 6.5 acres); general Transfer Station grading improvements; Topsoil Stripping; Groundwater Underdrain System; Waste Relocation; Passive Gas Venting System; General Fill; Compacted Clay Fill; Flexible Membrane Liner (FML); Culvert extension; High Density Polyethylene (HDPE) Piping (Leachate and Groundwater); Aggregate (washed sand and river gravel); Geocomposite; Silt fence; Seeding, Mulching, and Fertilizing; and other miscellaneous work. The bid security must be a minimum amount of 5% of the total project cost. Each bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a Contract for the work bid upon and will furnish within 10 days after the award of Contract a corporate surety bond, on the form in the Project Manual, for the faithful performance of the Contract, in an amount equal to 100% of the amount of the Contract. The bidder's security shall be in the form of a cashier's check or a certified check drawn on an FDIC-insured bank in Iowa or on an FDIC-insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the Project Manual with corporate surety satisfactory to the OWNER. The bid shall contain no condition except as provided in the Project Manual. Work on the improvement shall commence in the summer of 2023 upon award by the OWNER. The OWNER requires the project to be substantially complete, including seeding, by October 31, 2023. If the work is not substantially complete in the time frames above, liquidated damages of Seven-Hundred Fifty and 00/100 dollars ($750.00) per calendar day will be assessed. Further, if the project is not complete within 30 days after substantial completion, liquidated damages of Two-Hundred Fifty and 00/100 dollars ($250.00) per calendar day will be assessed. The liquidated damages amount has been calculated as a percentage of the additional engineering costs, administrative costs, legal fees, revenue losses, or regulatory fines that the OWNER may incur as a result of exceeding the completion deadline. This project has commenced construction. |
