Description

A. Project Title: Retrofit seed storage cooler with refrigeration unit and controls at Brookings, SD. B. Competition is set aside for Total Small Business. Applicable NAICS code is 238210-Electrical Contractors and Other Wiring Installation Contractors. C. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is Between $25,000 and $100,000. D. Prospective offerors shall complete block 14, 15 and 19. E. Prospective offerors shall be registered with Systems for Awards Management (SAM)with an active registration. Introduction 1.1 Mission Purpose of the contract is to remove the existing refrigeration system of our seed house cooler and replace with a new refrigeration system to ensure we can maintain a temperature of 45 degrees Fahrenheit and 30 percent relative humidity. 1.2 Background The current walk-in seed storage cooler is over 18 years old. The age of the refrigeration system is such that we are concerned with the ability to continue to maintain a desired temperature and humidity level for the seed that requires storage for a period of time. The controllers are out of date and need to be upgraded as well. 1.3 Scope The walk-in unit is approximately 17 feet by 15 feet, 6 inches by 10 feet high. We need to be able to maintain a temperature of 45 degrees Fahrenheit with a span of plus/minus 3 to 5 degrees. The relative humidity needs to be maintained at 30 percent. The unit needs temperature and humidity controls. Scope includes replacement of the existing refrigeration system with appropriate, new equipment in addition to evaluating other cooler components (humidification, dehumidification, controls, and enclosure integrity) for a wholistic solution. 2 General Requirements This section describes the general requirements for this effort. The following subsections provide details of various considerations on this effort. 2.1 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. Page 2 of 13 2.2 Business Relations The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. 2.3 Contract Administration and Management The following subsections specify requirements for contract, management, and personnel administration. 2.3.1 Contract Management The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at 2923 Medary Ave, Brookings, SD 57006 and the contractor's corporate offices. *The value for this project is based on a financial range.
