Description | **As of January 19, 2023, Project has been awarded. Award amount is $298,977.23** City of Woodbury will receive bids for the "Progress Avenue Resurfacing and Safety Improvements Project" in the City of Woodbury, County of Gloucester, NJ. The proposed work shall be completed within sixty (60) calendar days from the Notice to Proceed date, and includes the following major items: Milling of 5,000 SY +/- of Existing Road Surface Installation of 5,000 SY +/- of Hot Mix Asphalt Surface Course, 2" Thick Installation of 1,975 LF Concrete Curb Installation of 425 SY of Concrete Gutter. Bid documents can be obtained up to 48 hours prior to the time set for the opening of the bids. No refund shall be made for the return of such documents.Direct any questions to the City Engineer at Bryson & Yates, (856) 589-1400. Each proposal bid must be accompanied by: a Proposal (Bid) Bond or Certified Check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the "City of Woodbury"; a Non-Collusion Affidavit; and a Consent of Surety as to a Maintenance Bond as per N.J.S.A. 40A:11-16.3b. This project is funded by the NJDOT, and the successful bidder must comply with the 'Buy American' Requirement, along with all provisions of NJAC 7:22-9.1 et seq., for economically disadvantaged individuals (SEDs), and comply with the Project Plan developed by the City of Woodbury fulfilling the SED Utilization. All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder. The successful bidder will be required to furnish, within ten (10) days after the award, a Surety Corporation Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All applicable surety bonds or LOC required must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds) and such surety company must be acceptable to the City Solicitor and authorized to do business in the State of New Jersey. Pursuant to N.J.S.A. 10:5-33; "Bidders are required to comply with the requirements of P.L. 1975, c.127"; N.J.A.C. 17:27 (Affirmative Action), P.L. 1963 C150 (New Jersey Prevailing Wage Act); and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. Seq.). The Contractor is notified that he must comply with P.L. 1977, c. 33 and submit a Disclosure Statement listing Stockholders with his bid. The Contractor is further notified that he must comply with P.L. 1999 c. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with this act. The Contractor must also comply with P.L. 2004 c. 57 and submit proof of their New Jersey Business Registration and a copy of the Certificate for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq. Bids must be prepared on the standard proposal forms provided, in the manner designated therein. Each bid must be enclosed in a sealed envelope, bearing the name and address of the bidder, and labeled "Progress Avenue Resurfacing and Safety Improvements Project" and shall be addressed to the "Clerk, City of Woodbury". The Owner reserves the right to reject any and or all bids, to waive any informality, or to accept the bid, which in its judgment, best serves the interest of the Owner. |
