Description

The Sacramento Housing and Redevelopment Agency (Agency), on behalf of the Housing Authority of the City of Sacramento and the Housing Authority of the County of Sacramento, and its constituent entities, is issuing a Request for Qualifications (RFQ) for contractors licensed by the State of California Contractors State License Board (CSLB) interested in providing Roofing Services. The Agency intends to establish a list of up to five (5) qualified contractors to provide Roofing Services. Interested licensed, Roofing (C-39), contractors must attend One of the Two pre-proposal meetings. Possible subcontracting trades are Building Moving/Demolition Contractor (C-21), and Sheet Metal (C-43). At a minimum, the selected Contractor shall possess and maintain a Roofing Contractor, C-39 License. Possible sub-contracting trades are as follows: Building Moving/Demolition; C-21, Sheet Metal Contractor; C-43 Services may include: Temporary Roof Repair, including the installation of roof tarps where and when appropriate Roofing Replacement, including any infrastructure improvements (framing, substrate, etc.) necessary for a safe and legal installation Gutter repair or replacement Downspout repair or replacement Roofing removal Roofing materials and types may include flat (low-slope) roofs of various materials (hot or cold-applied built-up roofs, single-ply membrane roofs, etc.), metal roofing, and composition shingles. These services are critical to ensuring that the residents residing in properties owned or managed by the Housing Authorities remain decent, safe, and sanitary. The Sacramento Housing and Redevelopment Agency is re-soliciting this project to add additional contractors to the list. The Agency reserves the right to re-open the list to satisfy the need for additional service providers. Contractors on this qualified list will be providing a bid for roofing projects under this contract through the Agencys electronic procurement system. Roofing contractors will be provided with the following information for each assigned project to bid on: Location Type of Work needed Type of roofing material Size (in sq. feet) of the roof if available Applicable wages for the project Other pertinent information as needed or requested Contractors will be expected to visit the location to assess and measure the extent of the repair or replacement. Failure to inspect the jobsite will not release the Contractor from the responsibility of knowing the job site existing conditions, and how it will influence their quote. Bids must be submitted through the electronic procurement system within no less than 5 working days for standard projects, unless otherwise noted. For each project, Contractors will be notified through the electronic procurement system to provide a detailed estimate, including labor, materials, equipment, profit and overhead, and any other project costs for the work requested. All work is to be completed following applicable codes. The contractor will be responsible for acquiring roofing permits with the appropriate jurisdiction. The Agency will reimburse the contractor for those permit costs. Also included in the estimate an estimated time for completion. Upon acceptance of the detailed estimate by SHRA, the selected contractor will be provided with a Notice to Proceed for each applicable project. Any changes to the scope of work must be submitted to the Housing Authority in writing, and must be approved prior to additional work commencing. The change orders must include sufficient details including but not limited to additional time and/or materials that are required to complete the project. Upon project completion (including completion of any Agency punch list items, see attachment L), the contractor will be paid no more than 30 days from the completion date of the project, or receipt of the final invoice. Notice of Intent to Award (anticipated):September 15, 2023 Notice of Award (anticipated):September 22, 2023 Contract execution (anticipated):September 29, 2023 Contract start (anticipated):October 1, 2023 Request for Information (RFI) Due: August 25, 2023, 10:00 am Addendum (if necessary) issued: September 1, 2023, 4:00 pm The Agency strongly encourages participation by local qualified firms and organizations in all aspects of contracting. The Agency actively encourages participation of Small Business Enterprises (SBE), Minority and Women Owned Business Enterprises (M/WBE), and Section 3 businesses in all aspects of contracting. Section 3 of the Housing and Urban Development Act of 1968 (Section 3), as amended (12 U.S.C. 1701u), requires the Agency to ensure that employment and other economic and business opportunities are directed to public housing residents and other low-income persons, to the greatest extent feasible; particularly recipients of government housing assistance, and business concerns that provide economic opportunities to low- and very low-income persons (Section 3 Worker). The contract resulting from this solicitation is subject to Section 3 requirements. During the term of this contract, should the selected Contractor have the need to hire new employees, the Contractor shall make every effort to meet the Section 3 goals. The Agency will monitor Contractors compliance with Section 3 requirements. Specific Section 3 documents are provided under #Proposal Submittal Format and Requirements The Agency reserves the right to decide that one firm is more responsive than the others and to select after review of the written submittals only. The Agency reserves the right to reject any and all submissions, request additional information, amend the project schedule, or issue additional requirements throughout the selection process. It is the responsibility of the Contractor to verify that all necessary information is submitted by the due date. The Agency reserves the right to modify any portion, postpone or cancel this RFQ at any time, and/or reject any and all submissions without indicating any reason. No submission documents will be returned. The Agency reserves the right to reject individual team members, firms, and request substitution without indicating any reason prior to contract award; The Agency highly encourages participation by local qualified firms and Contractors in all aspects of contracting unless the project requires unusual or highly specialized services. The Agency actively encourages participation of small, minority and women owned business enterprises in all aspects of contracting. No compensation is offered for any work related to this selection process. Submissions are entirely voluntary. All original documents including electronic files become the property of the Agency. If any submission is late or incomplete in any way, that Contractor will be eliminated from consideration. Materials contained in each proposal will be considered proprietary until selection. Following selection, however, the contract scope of work may be amended by the Agency and negotiated based upon ideas provided by any source. In accordance with federal and state laws, the Agency does not discriminate on the basis of race, color, national origin, gender, sexual orientation, religion, age, veteran's status or disability in the provision of services. Procured Consultants / Contractors will not be considered Agency personnel and the Agency assumes proposal of certain personnel to be a statement of their availability to do the work. The Agency reserves the right to select more than one respondent, to select a respondent(s) for specific purposes or for any combination of specific purposes, and to defer the selection of any respondent(s) to a time of the Agencys choosing. The Agency reserves the right to put a particular scope of work out to bid under a separate contract if it deems it advantageous to the Agency. The Agency reserves the right to allow other Housing Authorities or governmental agencies to piggyback from this solicitation or any contract arising from this solicitation. It is the sole discretion of the Contractor to enter into accept such agreement with a third party agency. The Agency reserves the right to re-open this solicitation to increase the qualified contractor list to satisfy the needs of the Agency.
