Description

The 9th Contracting Squadron is soliciting proposals for the design and construction of project 1111494, Expand FamCamp. This project is located on Beale Air Force Base, CA, just south of the existing famcamp off 33rd street. The project will create 24 new RV capable full service sites (8 per court) along 33rd street. Utility support will consist of mains and branch distribution for power, water, and sewer to the 3 courts. Site development will consist of utility distribution and hookups to each individual site as well as site preparation, paved parking, and site amenities as described below. The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, and professional services to accomplish all the work involved to construct the project described herein. Re-use of abandoned utilities is prohibited. Major work items are as follows. Perform clearing and grubbing of the 24 sites. Remove and dispose of all abandoned above grade utilities. Remove and dispose of any dead trees, shrubs, trash, or wood in the court or site areas. Each court roadway and turnabouts are to be repaired as needed. Provide minimal low level area lighting (on photocell) for site access at each court. Provide new utility service mains to each court for water, power, and sewer. Water service shall be hot tapped into existing mains to avoid service interruptions. Backflow prevention is required. Sewers shall be connected to existing mains. Electrical service shall include connection to the overhead power along C street. Riser conduit installed on the pole will run underground to 3 new pad mounted 167 KVa single phase transformers (one per court). Switching to be provided by design. High voltage electrical conduits will be concrete encased. 120V/240V service will run to a distribution panel for each court with 8 feeds (1 per site). Each court will have an AMRS capable electric meter installed. Repair of pavements impacted by utility crossings are included in the project. Existing utility information will be provided. Each site is to have: A level 12’x 60’ compacted dirt pad. A 1” water service with an above ground dual hose connection spigot is to be provided. An above ground electrical service panel with disconnect consisting of one 30 amp 3 prong receptacle, one 50 amp 4 prong receptacle, and one 20 amp duplex GFCI receptacle. Each service is to have individual panel breakers – see provided picture. Electrical shop has experienced problems with burned up receptacles from users drawing too much current – designer should incorporate methods to prevent overloading or overheating due to high current draws in the setup of the power pedestal. One capped or plugged 3” sewer stub up. Centrally located on the right side (facing the pad from the court). Disturbed areas are to be seeded and suitable growth established for erosion control. The contractor is responsible for disposal off-site of any excess soils or debris generated as a result of this project. Contractor is also responsible for importing any needed suitable fill materials. The Contractor shall coordinate with 9 CES Environmental staff to determine proper disposal requirements for materials, which may include on-base recycling, hazardous waste disposal, or non-hazardous waste offsite disposal. It shall remain the responsibility of the Contractor to test, haul and dispose of removed materials identified for offsite disposal. All fees to dispose material offsite shall be the responsibility of the Contractor. The Contractor shall contact 9 CES Hazardous Waste Program Manager for proper disposal details and required coordination and documentation references. Provide full designs, including all design calculations. Contractor shall determine adequacy, locations, and routings of all utility tie-ins and distribution. All labor, materials, and repairs needed to perform these installations are at the contractor’s expense. Each RV site should be designed/built for ease of use and functionality.
