Description

arminster Township is municipal government organized and operating under the PA Second Class Township Code and is therefore empowered to issue this RFP for professional services. Warminster Township is located on the central western side of Bucks County in Suburban Philadelphia, with an estimated population of 33,330+ per the US Census. Warminster Township municipal government operates a police department, a free library, a public works and facilities department, an extensive parks system, an 18-hole golf course with clubhouse, and a senior citizen activities center. Security cameras are needed at all facilities for these services. The design and build solution will provide for exterior monitoring camera coverage 24 hours a day at each building (admin/police, library, senior center, public works, golf course clubhouse) and the larger municipal park facilities with special emphasis on Warminster Community Park (WCP). WCP has an area of over 200 acres and contains a Recreation and Education Center building, two pavilions with bathrooms, soccer fields, baseball diamonds, basketball courts, a playground, a dog park, a storage yard with building, and several walking trails. Additionally, Werner Park on Kirk Road, Munro Park on Newtown Road, Szymanek Park on Street Road and Kemper Park on Valley Road all contain playing fields and pavilions and other buildings. Each park location that has electric infrastructure will be a part of the ideal design and build solution. Our belief is that the ideal solution will include cloud-based remote data storage that can be accessed by Warminster Township municipal government personnel. Proposals should include design details, equipment details, and installation details. Project costs are subject to the Warminster Township Responsible Contractor Ordinance depending on projects. Additionally, the PA Prevailing Wage requirements must be followed for this work. This is a request for professional services. Warminster Township will award the proposal to the most responsible professional services vendor who complies with the Township's requirements pursuant to Section 3102(h)(4) of the Second Class Township Code. Warminster Township reserves the right to reject any and all proposals, waive any defects or irregularities in the proposal process and accept the proposal that, in its sole judgment, is in the best interest of the Township. The Township specifically reserves the right to award this professional services contract any vendor even if their proposal does not quote the lowest price. Interested parties are encouraged to contact the Warminster Township administrative office via email at administration@warminsterpa.org for more information. A general meeting will be held on Thursday August 31, 2023 at 10:00 at the administration offices located at 401 Gibson Ave, Warminster, PA 19874 for all interest parties. The various Warminster Township officials and facilities managers will be at that meeting to discuss the priority locations. All proposals must be submitted through Pennbid with a submission deadline of Friday, September 8, 2023 at noon prevailing time.
