Elden Ditch Watershed Improvements (Phase 1)

The proposed work consists of: The installation of an underground detention system under the maintenance drive behind the ballfields in Veteran's Memorial Field in Sylvania, Ohio including upstream and downstream storm sewer improvements. All bids shall be signed and submitted on the blanks which are bound in the bidding documents. Bid blanks must be returned in the bound documents. Bids shall state the unit prices on the blanks provided therefore; shall be enclosed in a sealed envelope marked - "BID FOR ELDEN DITCH WATERSHED IMPROVEMENTS (PHASE 1)". Bids received after the scheduled bid opening date and time will neither be read nor considered and will be returned unopened to the bidder. The City of Sylvania reserves the right to reject any and all bids and to waive any irregularity in any bid, to determine the lowest and best bidder, and to waive any informalities in bidding. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in this booklet. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of the City of Sylvania in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. Upon acceptance of the work, a one year maintenance bond in the amount of 25% of the contract will be required to guarantee such work. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations will be without legal effect
