Description | The Cholla WTP is located at 4805 W. Cholla Street, Glendale, AZ. The current total project budget is approximately $19M, allocated over the next five years for repairs and improvements to the Cholla WTP. PROJECT DESCRIPTION The Cholla WTP began operations in 1978 and has a 30 MGD design capacity. The plant treats water from the Arizona Canal and supplies the treated water to the City's distribution system for Water Zones 1 and 2. There are six dual media filters, two 10-MG reservoirs (one on-site and one across the street from the plant) and a 6,000 (approx.) square foot administration building that consists of a lobby, control room, laboratory, instrument shop, conference room, offices, staff breakroom, staff locker/restrooms, and miscellaneous storage. Recently completed was the City's Integrated Water Master Plan (IWMP). To help normalize future plant improvement expenditures, as well as minimize the long construction phases required for catch-up rehabilitation efforts, the IWMP recommended regular plant assessments every five-years. The assessments will be used to identify process repairs and to prioritize improvements. An engineering firm will be contracted to evaluate the treatment processes and critical treatment components and make recommendations for prioritized plant improvements and operational procedures. After the evaluation phase is complete the selected engineering firm will develop design plans based on the evaluation recommendations. The selected CMAR will provide pre-construction management services during the WTP evaluation and design phases of the project and may serve as the general contractor during the various construction phases of the project. SCOPE OF WORK The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services. The City will enter into a professional services agreement with an engineering firm for evaluation and design services. The CMAR will work closely with and be an integral part of the project team during all phases of this project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods.
