Description | The work consists of installing approximately 7,913 feet of new 8"/12" sewer to replace the existing 6"/8" sewer; installing approximately 28 new precast concrete manholes; installing approximately 177 new 4-inch service laterals (approximately 20,400') within public right-of-way and on private property to reconnect to the new sewers including necessary bends and cleanouts; traffic control and pavement restoration; installing soil and erosion control devices; performing complete restoration as required; performing bypass pumping as necessary; and performing all other miscellaneous work required to complete the Project. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Each bid must be accompanied by a certified check of the Bidder or by a Bid Bond made payable to the Owner, for an amount equal to not less than five percent (5%) of the total bid as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a one hundred percent (100%) Performance Bond and one hundred percent (100%) Payment Bond willbe furnished. The Owner reserves the right to waive any informalities in bidding and to reject any or all Bids if it is in the Owner's best interest to do so. |
