Description | The contractor shall furnish, unless otherwise specified, all tools, equipment, labor, and material necessary to accomplish the waste characterization sampling and analysis of the contents of the oil-water separators, including any sludge or volatiles; the pump-out, cleaning, removal, and off-base treatment/disposal of waste at a permitted (TSDF) treatment, storage and disposal facility; the inspection of and report on the condition and functioning of the internal components of the Oil-Water Separators, and the return of the OWSs to full functioning after cleaning and inspection. Some limited drawings are provided but it is the responsibility of the contractor to field verify the information used from the drawings. 1.1 Site Access Site visits can be arranged through the Base POC. Operating hours are normally Monday through Friday from 0700 – 1530, excluding Federal holidays. 1.2 Oil-Water Separator 117 at the POL Complex near Building 102, 10,000 gallon. 1.2.1 Mark location of liquid level. 1.2.2 Sample the full column of the oil-water separator from top to bottom, including sludge and complete the following analyses for waste characterization for proper shipping and disposal: 1.2.2.1 EPA SW-846 Methods for Full TCLP (Toxicity Characteristic Leaching Procedure) for D004 – D043 wastes. 1.2.2.2 Hazardous Waste characteristic analyses using EPA SW-846 methods to determine Ignitability (D001), Corrosivity (D002) and Reactivity (D003). 1.2.2.3 Total petroleum hydrocarbon analysis. 1.2.2.4 BTU (British thermal Unit) and % (percent) chlorine analysis. 1.2.2.5 Wastewater/non-wastewater determination in accordance with 40 CFR 268.2. 1.2.2.6 Submit copy of lab analyses report for each oil-water separator to the base and use the data for handling, shipping and off-site treatment/disposal of the waste. 1.2.3 Remove liquids, solids, debris and sludge from the oil-water separator for off-site transport and disposal to a permitted TSDF. All PA Residual or Hazardous Wastes must be disposed of in accordance with federal, state and local requirements. Solids, sludge and debris should be removed from interior surfaces and components for disposal and to facilitate inspection of the oil-water separator and internal components. 1.2.3.1 Remove sludge and clean debris from the upstream (manhole) basin floor. 1.2.4 Inspect and report on the following internal components: all interior baffles and corrugated plates, coalesce pack housing, sludge baffle and tank interior surfaces. 1.2.4.1 Replace coalesce packs with OEM (original equipment manufacturer) equipment only. 1.2.4.2 Inspect oil level sensors and ensure ease of movement. 1.2.4.3 Inspect condition of magneto restrictive probe and remove any sediment, if present. 1.2.4.4 Inspect the dual submersible pumps (FLYGT Model CP3127.090, 10 HP, 460/3/60, Serial Numbers 9770110 and 9770111. 1.2.5 Once the cleaning, inspections and any maintenance are completed, refill the OWS with fresh water to the previous level marked prior to removing the tank’s contents. Close all covers and replace gaskets or seals with OEM or equivalent material before securing the cover(s). 1.2 Oil-Water Separator 100 at the Fuel Service Station Building 322, 12,000 gallon. 1.2.1 Mark location of liquid level. 1.2.2 Sample the full column of the oil-water separator from top to bottom, including sludge and complete the following analyses for waste characterization for proper shipping and disposal: 1.2.2.1 EPA SW-846 Methods for Full TCLP (Toxicity Characteristic Leaching Procedure) for D004 – D043 wastes. 1.2.2.2 Hazardous Waste characteristic analyses using EPA SW-846 methods to determine Ignitability (D001), Corrosivity (D002) and Reactivity (D003). 1.2.2.3 Total petroleum hydrocarbon analysis. 1.2.2.4 BTU (British thermal Unit) and % (percent) chlorine analysis. 1.2.2.5 Wastewater/non-wastewater determination in accordance with 40 CFR 268.2. 1.2.2.6 Submit copy of lab analyses report for each oil-water separator to the base and use the data for handling, shipping and off-site treatment/disposal of the waste. 1.2.3 Remove liquids, solids, debris and sludge from the oil-water separator for off-site transport and disposal to a permitted TSDF. Remove debris from the floor of rectangular trench that is upstream of the OWS. 1.2.4 Inspect and report on the following internal components: corrugated plate separator, parallel plate separator, polypropylene petro-pak and retriever handle, steel channel for the petro-pak, 7 gauge solid plate, sludge baffle and tank interior surfaces. 1.2.4.1 Replace petro-pak with OEM equipment only. 1.2.5 Once the cleaning, inspections and any maintenance are completed, refill the OWS with fresh water to the previous level marked prior to removing the tank’s contents. Close all covers and replace gaskets or seals with OEM or equivalent material before securing the cover(s). 1.3 Option Item: Maintenance or overhaul of submersible pump, FLYGT Model CP3127.090, 10 HP, 460/3/60, Serial Number 9770110 or 9770111. |
