Description | Sealed bids are invited for the construction of Access Control Point at State Military Reservation, Virginia Beach, Project Code 123-18452-000, at State Military Reservation, Virginia Beach, VA. All bids SHALL be submitted in a sealed envelope. Bid envelopes must be Hand Delivered to the Bid Officer and marked on the exterior (for immediate visual identification) as follows to ensure timely delivery: Attn: Derrick Hall Bid enclosed for: Project Name: Access Control Point at State Military Reservation, Virginia Beach, VA; Project Number: 123-18452-000; Project Code: 20-0001. The project is generally described as construction of a new entrance into Camp Pendleton, State Military Reservation (SMR) off of General Booth Boulevard and construction of a new Main Gate Access Control Point (ACP). The new Main Gate ACP will provide the Anti-Terrorism / Force Protection (ATFP) measures required to adequately control vehicular and pedestrian traffic and to perform required visitor processing, identification (ID) checks and vehicle inspections. The Main Gate ACP and its associated facilities are integral to the SMRs security. The primary facilities include a visitor center, a guard booth, an overhead protection shelter, a vehicle inspection area with a driver holding booth, a two-story overwatch tower, and a backup/emergency generator. Supporting components will include utility service extension, roads, sidewalks, curbs, fencing, barriers, gutters, storm drainage, parking areas, static displays (of military vehicles), a digital installation information sign, site lighting, landscaping, and site improvements. Attendance SHALL BE mandatory for those submitting a bid. Anyone arriving to the pre-bid conference late will not be allowed to enter the meeting nor sign the attendee list. This will be the only time available for prospective bidders to view the project site. Subcontractors, suppliers, and other interested parties are encouraged to attend the pre-bid conference. There are four distinct buildings included in this project, as follows: 1. Visitors Center 1 story 1,000 sf 2. Guard Booth 1 story 200 sf 3. Driver Holding Booth 1 story 100 sf 4. Overwatch Guard Tower 2 stories 220 sf In addition, the guard booth will be covered with an overhead protective canopy structure that spans across and over the guard booth and both the entry and exit drives at the control point. This canopy covers an area of approximately 1,850 sf. A Bid Bond is required. No other forms of security, including certified checks, will be accepted. A Commonwealth of Virginia Standard Performance Bond (DGS-30-084, form CO-10) and a Commonwealth of Virginia Standard Labor and Material Payment Bond (DGS-30-088, form CO-10.1) WILL be required regardless of the bid amount. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids. All executive branch agencies are directed to advance Executive Order 35, dated July 3, 2019.
