Description

12905B22Q0061 - Cold Room Climate Replacement-Hilo, HI This is a construction requirement for the replacement of (6) walk-in cold room climate control panels with humidity, lighting, receptacles, and temperature alarm controls. The replacement consists of: (5) walk-in cold rooms and (1) walk-in cold room with freezer compartment located at 64 Nowelo Street, Hilo, HI 96720. Note: Cold rooms are used for agricultural research) The Contractor shall provide all labor, equipment, materials, supplies, transportation, and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $100,000 and $250,000. The completion is 90 days after Notice to Proceed. The requirement is reserved 100% for small businesses under NAICS Code 238220 - Plumbing, Heating, and Air-conditioning Contractors with a size standard of $16.5 M. An organized site visit has been scheduled for July 26, 2022, at 9:00AM HST. Masks are anticipated to be optional. Participants will meet at 64 Nowelo Street, Hilo, HI 96720. Davis Bacon Act WD#: HI20220001, Mod 7 dated March 24, 2022, is applicable to the resulting award. To obtain clarifications and/or additional information concerning the contract requirements, specifications and/or drawings, submit all questions on the Request for Information (RFI) form, attachment to this RFQ, to Kenda.Tucker@usda.gov. The subject line of the email must read `RFI 12905B22Q0061. See Section L.2 for additional RFI requirements. Deadline for submission of RFIs for this solicitation is close of business July 31, 2022, by 5:00PM PST. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Deadline for submission of quote is close of business August 8, 2022, by 5PM PST. Potential Offerors are responsible for monitoring SAM.gov for release of any additional information to include amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed, and telephone requests will not be honored. Replacement Climate Controls for Main Lab Walk-in Cold Rooms LOCATION The site of work is located at the USDA, ARS, Pacific Basin Agricultural Research Center (PBARC), 64 Nowelo Street, Hilo, HI 96720. 1.02 PRINCIPAL COMPONENTS OF WORK Provide all management, supervision, labor, equipment, and tools to provide a turnkey replacement of (6) walk-in cold room climate control panels with humidity, lighting, receptacles, and temperature alarm controls. The replacement consists of: (5) walk-in cold rooms and (1) walk-in cold room with freezer compartment. Note: Cold rooms are used for agricultural research. 1.03 SCOPE OF WORK The contractor shall provide all professional services necessary for the accomplishment of the contract project and such required service shall be in accordance with the requirements as described herein and on attached contract documents. Background: The USDA/DKI-PBARC Laboratory located at 64 Nowelo St. Hilo Hawaii requires the turnkey replacement of (6) walk-in cold room climate control panels with humidity, lighting, receptacles, and temperature alarm controls. The replacement consists of: (5) walk-in cold rooms and (1) walk-in cold room withs a separate freezer compartment. Note: Cold rooms are used for agricultural research. Contractor shall supply all labor, parts, equipment, and materials to replace existing climate control panels. Contractor shall shut down, disconnect, and remove existing walk-in cold room climate control panels. Contractor shall modify existing panel location as required to install new climate control panels/enclosures Contractor shall install new climate control panels. New panels should not exceed existing control panel enclosure dimensions of 31" long x 26" wide x 12" in depth. Contractor shall perform system start up and complete system test. Contractor shall confirm system is operational. See pictures for details unit details 1.04 REFERENCES & STANDARDS All construction shall comply with Unified Facilities Guide Specifications (UFGS), ARS Facilities Design Standards (ARS Manual 242.1, 5-01-12), ARS Energy, Water, and Sustainability Policy (ARS Policy & Procedures 134.2, 11-12-13), ARS Energy, Water, and Sustainability Policy Bulletin (ARS Policy & Procedures Bulletin 15-134.2), as applicable. These documents will be provided upon request. Additionally comply with any governing Building Codes, and all applicable local, regional, State, and Federal regulations. Where one or more Codes or regulations conflict, the more stringent shall apply. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
