Description

As of June 5, 2023, this project has not yet been awarded. A timeline for award has not yet been established. The Project consists of converting a portion of the First Floor of an existing Dormitory Building to Police Department Offices. The General Construction and electrical work will be the majority of the Scope of Work. There is a lesser amount of plumbing work, primarily replacing fixtures. There is also some site work, which will provide additional parking, and barrier-free access to the Police Station. It is expressly understood that the bidder is responsible for getting the bid proposals to the CFO/QPA, Margaret M. Peak, at the City of Bordentown Municipal Complex, 101 East Park Street, Bordentown, New Jersey, 08505, prior to the time and date set for the bid opening. The bidders are requested to submit, in accordance with N.J.S.A. 40A:1 1-16, one Lump Sum Bid for all the work and materials. Pursuant to NJ.S.A. 40A:11-16(a), bidders must identify the subcontractors to whom it will subcontract the furnishing of General Construction; Structural Steel and Ornamental Irons; Plumbing, Drainage and Sprinkler; Heating, Ventilation and Air Conditioning, Electrical Work. Proposals must be accompanied by a certified check, bank cashiers check, treasurers check or Bid Bond in the form provided in the Contract Documents, with corporate surety satisfactory to the Owner, in an amount of 10% of the Base Bid (but in no case in excess of $20,000.00, pursuant to N.J.S.A. 40A:11-21 et seq.), naming as payee or obligee, as applicable, The City of Bordentown, to be forfeited and retained by the City in lieu of its other legal remedies, in case bidder would default in executing the Agreement or furnishing the bonds and insurance certificates as required by the Contract Documents within ten (10) days after delivery of the prepared contract and/or bond form to him by the City. Prospective bidders are advised that this Project is one which will be subject to and will be governed by provisions of New Jersey State Law governing (a) Prevailing Wage Rates N.J.S.A. 34: 1 1-56.25 et seq., as amended; (b) Use of American goods, N.J.S.A. 40A: 1 1-18 including any amendments and supplements thereto; (c) Ownership Disclosure Certification, P.L. 2016, Chapter 43, (N.J.S.A. 52:25-24.2); and (d) Disclosure of Investment Activities in Iran, in accordance with P.L. 2012, c.25_and P.L. 2021, c.4 (N.J.S.A. 52:32-55 et seq. and N.J.S.A. 40A:1 1-2. I), and Prohibition on Dealings with Russia or Belarus-associated Businesses, P.L. 2022, c.3 52:32-60.1). A Non-Col[usion Affidavit and a Contractor Questionnaire/Certification also must be filed with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the bid. The Public Works Contractor Registration Act N.J.S.A. 34: 1 1-56.48 et seq. requires that the Contractor and Subcontractors must be registered at the time of Bid. The Owner is requesting that copies of the Certificates be included in the Contractors Bid Package. Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of their Registration with the New Jersey Department of Treasury, Division of Revenue before the contracting agency may enter into a contract with the business. In addition, and pursuant to N.J.S.A. 40A: 1 1-23.2, each bid must be accompanied by a certificate from a surety company stating it will provide said bidder with a bond in such sum as required by the above referenced statute. Each bidder shall also include with their bid, a Certificate letter from a Surety Company authorized to transact business in the State of New Jersey, stating that it will provide the Contractor with a Performance Bond in the sum required by N.J.S.A. 40A:1 1-22. The successful bidder shall be required to execute a Contract for the performance of the said work or the furnishing of said material or both, as the case may be, and a Surety Bond to be executed by a reliable Surety Company in a sum equal to the amount of the contract price for said work and/or material, guaranteeing the performance of the Contract, which Surety bond and Contract shall be approved as to form and execution by the Solicitor. No bid may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The City reserves the right to reject all bids pursuant to 40A:1 1-13.2 or to waive minor informalities or non-material exceptions as may be permitted by law. Bidders are required to comply with the requirements of PL. 1975, C. 127 and N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Any questions or requests for clarifications shall be submitted in writing to the Architects office no later than April 26, 2023 by emailing James B. Foran Bid Documents may also be obtained at City of Bordentown Municipal Complex 101 East Park Street, Bordentown, New Jersey 08505, Monday through Friday, 9:00 am to 3:00 pm and electronically. Bidders may withdraw Bids at any time before bid opening. Any bid received after the closing time will be returned unopened. The Bidder Shall Assume Full Responsibility for Proper and Timely Routing of Any Bids Mailed or Sent by Delivery Service in Order to Ensure That Bids Are Present at the Time and Specific Location for the Bid Opening. In order to be considered, bids must be sealed, with the outer envelope clearly marked with the name of the bidder and the following Addition and Alterations to City of Bordentown Police Department.
