Description | Separate sealed Bids for A New Building for High Knob Destination Center for the City of Norton, Virginia, which consists of the construction of a new building and associated site improvements including site entrance, parking lot, utilities, walks, trail, terraces, landscaping, lighting, and grading. This Project is assisted by Friends of Southwest Virginia with funding from the Appalachian Regional Commission administered through the Virginia Department of Housing & Community Development, the Virginia Tobacco Indemnification & Community Revitalization Commission, and the City of Norton. Bids must be accompanied by Bid security as specified in the Instructions to Bidders. Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54. 1, Chapter 11, prior to bidding. 1) If the Bid is in the amount of $10,000 or more, the Bidder and its Subcontractors must comply with the provisions of Executive Orders 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin. This is a federally assisted project. Bidders and Contractors performing work under this advertisement are bound by the requirements of Presidents Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202. MBE/WBE and Disadvantage Business Enterprise (DBE) firms are encouraged to submit Bids. The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s). The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so. The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1. Bids may be modified or withdrawn by an appropriate document duly executed (in the manner that a Bid must be executed) and as allowed and delivered to the place where Bids are to be submitted at any time prior to the opening of Bids. If, in accordance with Code of Virginia, 2.2-4330, B.1, within two (2) business days after the Bid date, any Bidder files a duly signed written notice with Owner and promptly thereafter demonstrates to the reasonable satisfaction of Owner that there was a material and substantial mistake in the preparation of its Bid, that Bidder may withdraw its Bid and the Bid security will be returned. Thereafter, that Bidder will be disqualified from further bidding on the Work. |
