Description | Drayton Dam FIsh Passage Mitigation Project at Drayton, ND This w ork involves replacement of an existing dam w ith one that includes a rock fish passagew ay to improve biotic connectivity as a mitigation measure for the Fargo-Moorhead Metropolitan Area Flood Risk Management Project. Construction w ill occur largely in-channel. The fish passage structure w ill be constructed upstream of the existing dam, w ith the dow nstream extent of a set of boulder w eirs terminating at the location of the existing dam. This new fish passage structure w ould function to maintain upstream w ater elevations and subsequently the existing Drayton Dam w ould be removed. This procurement is set-aside 100% for small business and w ill result in a firm fixed-price contract. The magnitude of this requirement is betw een $5 million and $10 million. The North American Industry Classification System (NAICS) code is 237990 w ith a small business size standard of $39.5 million. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c): 1. Complete all contract work (not including turf or willows establishment) no later than September 30, 2023. 2. Complete willows establishment (at least 60% survival) no later than August 15, 2024. 3. Complete turf establishment no later than September 30, 2024. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by July 1, 2022. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer. ) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for: March 25, 2022 at 10:00am (central time) (c) Participants will meet at: West side of dam off 82nd Street NE (Drayton, ND side) The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. Please contact the NDPDES Permit Department at (701)328-5210 or stormwater@nd.gov with any questions or advice. Report any spill that may seriously endanger health or the environment as soon as possible, but no later than 24 hours from the time you became aware of the spill. Immediate response by trained emergency personnel may be coordinated through the Department of Health, Department of Emergency Services and any other state or local emergency response agencies that may be needed. If there is any question as to proper response, call the 24 hour North Dakota hazardous materials emergency assistance and spill reporting number (800.472.2121) and provide all relevant information about the incident.
