Description | The North Jersey District Water Supply Commission (the Commission) is Soliciting Bids from Contractors that have expertise in industrial heating, ventilation, and air conditioning maintenance as it pertains to cleaning and coating HVAC ducts. The project is located at the North Jersey District Water Supply Commissions Orechio Building located at 1 F.A. Orechio Drive, Wanaque, Passaic County, New Jersey. The Orechio Building is supplied by two HVAC units, each servicing two floors. The scope of this project is to focus on the RT-1 HVAC system that services Floors 2 and 3. On the interior of the ducts, is a fibrous glass layer of insulation. The Scope of Work is to include, but not be limited to, cleaning the entire HVAC system from the point where the air enters the system to the points where the air is discharged from the system. Work consists of vacuuming (vacuum to be equipped with HEPA filter) dust and detritus that has accumulated within the HVAC system. Inspection must be performed by a Certified Ventilation System Inspector (CVI). The Contractor shall clean the fibrous glass insulated ducts according to NAIMA guidelines. The Contractor shall clean all supply, and exhaust ducts in the RT-1 system. The ducts and equipment shall be cleaned to the specifications of the ACR, the NADCA Standard, by an Air Systems Cleaning Specialist (ASCS) certified by NADCA. Access holes that are cut into the ducts shall be capped and sealed with silicone and screws. The Contractor shall treat and coat the insulated ductwork interiors with Bridging Encapsulant (IAQ 8000). For bidding purposes a tabulation of the lengths of various duct sizes on the second and third floors of the Orechio Building has been provided as Exhibit B. The extent of ductwork to be coated shall be determined by review of the available drawings provided in Exhibit C and confirmed by field verification. Since the Orechio Building will be in use throughout the project duration, the work is to be performed after the Commissions standard daily business hours of 8am to 4pm, and coordinated with the Commissions project manager, so as not to disrupt the normal routine of the building operation. The Successful Bidder shall be licensed in the State of New Jersey, shall have and provide demonstrable experience with HVAC cleaning and coating along with proof of NADCA certification. Respondents shall include references, and at least three (3) projects completed of similar scope and magnitude, within the proposals submitted to the Commission. In addition, the firm must own and maintain a local office within 100 miles of the Commission and have a New Jersey Business Registration Certificate. The project will be conducted under a single prime contract. All bids must be made on the blank forms supplied by the Commission. The Commission will be practicing Social Distancing 6 ft. apart and require all respondents to were a face mask. The Commission and/or its employees do not express or imply any statements regarding existing conditions beyond what may be stated herein. Bidders are required to comply with regulations of the New Jersey Local Public Contract Law (N.J.S.A. 40A:11-1 et. seq.), Affirmative Action Regulations N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq., The New Jersey Prevailing Wage Act N.J.A.C. 12:60-2.1 and 6.1 et. Seq., N.J.S.A. 34:11-56.25 et. seq.) and the New Jersey Contractor Business Registration Certificate N.J.S.A. 52.32-44. The Commission will assume no responsibility for bids, which are not properly labeled, whether delivered by the bidder or the bidders representative, or sent by mail or courier service. Each bid shall be accompanied by a certified check, cashiers check or bid bond for ten percent of the contract price (not to exceed $20,000) as a guarantee of execution of contract and the provision of performance security. Every bid must be accompanied by the consent in writing of a surety company (or surety companies) qualified to do business in the State of New Jersey, who shall, at the time of submission of such bid, qualify as to its (or their) responsibility in an amount equal to ONE HUNDRED PERCENT of the contract price of such bid., All bidders are considered to have full knowledge of the conditions and requirements, including the physical characteristics of the site and the project, which are necessary for an accurate bid. The Bidder shall be held to be aware of the Commissions requirements prior to the time of submitting bids and to have appraised all conditions under which the Contract is to be performed.
