Said bids will be publicly opened and read aloud following the time stated above. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the time set for opening bids, as well as bids received after the time set for opening bids, will not be considered and will be returned unopened. For bids in excess of $50,000.00, a Cashier’s Check, certified check, or surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. No Bids may be withdrawn after the scheduled closing time for receipt of Bids for a period of at least forty-five(45) days.
