Traffic Services and Engineering for District 2-0

he work and services which may be required under the Agreement encompass a wide range of TIS/ HOP/ POA Reviews, Signal Design & Reviews, ITS Projects and Related Training to these Services with the possibility of several different types of projects with short completion schedules being assigned concurrently. The anticipated types of projects include but are not limited to: 1. Traffic Impact Study (TIS), Traffic Impact Assessment (TIA) and Point of Access Study (POA) reviews: provide thorough engineering review of entire report contents, including but not limited to: traffic volume projections, trip generation, trip distribution/ assignment, capacity analyses, queue analyses, sight distance analyses, traffic signal warrants and timing/ phasing analyses and auxiliary turn lane warrants and Alternate Transportation Plans (ATP). 2. Develop list of comments for TIS/ POA report submissions. Special attention should be made to conclusion and required developer mitigation. 3. Traffic Signal Design. 4. Meet with developer and/ or developer's consultants to discuss project comments, scopes of work and required revisions to the TIS/ POA/TIA reports. 5. Send developer comment letter after concurrence from the Department. 6. Serve as liaison between developer and Department, answering technical questions and providing comment clarification, as needed. 7. Provide services related to HOP reviews on an as needed basis. 8. Provide Training Services to the District on an as needed basis in the areas of Signal Design, TIS/POA/TIA Reviews, ITE Methodology, and ITS Design. 9. Design/develop and/or review of Intelligent transportation system (ITS) related projects or initiatives identified by District 2-0, developing and/or reviewing consultant and/or Department Projects. 10. Develop and/or review of consultant and/or Department-prepared Plans, Specifications and Estimates (PS&E's). 11. Provide long-term, on-site assistance on special assignments in any aspect of ITS. 12. Provide technical assistance to develop, review, and perform ITS operations. Help to integrate Traffic Management Center (TMC) or Regional Traffic Management Center (RTMC). 13. Assist District 2-0 during the construction phase of ITS related projects. 14. Perform technical report writing for various ITS, traffic and highway safety reports, studies, technical memorandums, analyses, etc. 15. Maintain a Department web site for transportation systems, highway safety, HOP and TIS/POA/TIA Status Tracking Spread Sheet, ITS, traffic engineering studies, etc. 16. Design sophisticated traffic signal systems, complex expressway signing projects, guide rail upgrade projects, etc. 17. Develop and/or review traffic sign, ITS, and traffic signal structures and appurtenances for structural integrity. 18. Develop or review ITS projects and initiatives (e.g., fiber optic cable usage; digital 800 MHz, and other statewide radio efforts; automated truck rollover warning systems; incident and congestion management activities; Advanced Traffic Management Systems (ATMS) efforts; and Advanced Traveler Information Systems (ATIS) efforts such as (511). 19. Provide technical assistance in the development and/or modifications/updating of regional ITS architectures (as required by the FHWA's final rule), project architectures, and related concept of operations efforts. Provide technical assistance with respect to ITS standards. 20. Design, develop or review Rural ITS and Special ITS Projects to improve the safety and efficiency of vehicular traffic movement. Assist with policy development/refinement, standards, specifications, procedures, etc. affecting Rural ITS and Special ITS Projects. 21. Provide technical assistance in support of the Department's emergency management activities and responsibilities as they relate to ITS, traffic flow, congestion, incident management, homeland security and the activation of the Incident Command Center.
