Description | The work for which bids are asked includes three (3) separate streambank restoration sites (Landowner A, Landowner E, and Landowner F). Work for each site is summarized below: 1. Landowner A: a. Streambank stabilization activities to occur along Primrose Branch and along an unnamed tributary of Primrose Branch between County Highway G and Norland Road in the Town of Primrose, Dane County, WI. Total reach length = 0.5 miles. Site work will include tree clearing and snagging, minor demolition, installation of a rock stream crossing, stabilization of thirty-eight (38) eroding banks via grading, soil bioengineering practices, and riprap toe placements, installation of miscellaneous rock and wood aquatic habitat structures, tree plantings, hauling and disposal of spoil materials, erosion control, and site restoration. 2. Landowner E: a. Streambank stabilization activities to occur along an unnamed tributary of Milum Creek between Peerless Road and State Highway 92 in the Town of Primrose, Dane County, WI. Total reach length = 0.3 miles. Site work will include tree clearing and snagging, installation of a temporary stream crossing, stabilization of thirty-one (31) eroding banks via grading, soil bioengineering practices, and riprap toe placements, installation of miscellaneous rock and wood aquatic habitat structures, tree plantings, live cuttings, hauling and disposal of spoil materials, erosion control, and site restoration. 3. Landowner F: a. Streambank stabilization activities to occur along an unnamed tributary of Milum Creek east of State Highway 92 and north of Jim Town Road in the Town of Primrose, Dane County, WI. Total reach length = 0.4 miles. Site work will include tree clearing and snagging, installation of a rock stream crossing, stabilization of thirty (30) eroding banks via grading, soil bioengineering practices, and riprap toe placements, installation of miscellaneous rock and wood aquatic habitat structures, hauling and disposal of spoil materials, erosion control, and site restoration. The anticipated substantial completion date is 08/01/2023, and final completion date is 10/02/2023. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Andrew Skog, 1702 Pankratz Street, Madison, WI 53704. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 60 days after the actual date of the opening thereof. This project anticipates use of Wisconsin Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Women's Business Enterprises (WBEs) to submit bid proposals. A municipality, in awarding prime contracts, and the primary engineer and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. OWNER reserves the right to waive any informalities or to reject any or all bids. |
