Contractor Awarded Address: Bellevue, WA 98004-2843 USA Base and All Options Value (Total Contract Value): $5,000,000.00 This announcement for an indefinite delivery contract (IDC) for architect-engineer (A-E) services is in accordance with Public Law 92-582 (the Brooks Architect-Engineer Act) and FAR Part 36 procedures. The Government selects firms for negotiations based on demonstrated competence and qualifications for the required work. The Government intends to award a single, small business IDC A-E contract for civil works services within primarily the USACE Seattle District. This includes civil works projects in Washington, Idaho, and Montana. Work may be required on projects for other agencies served by the Seattle District, potentially supporting civil works projects within the Northwestern Division (NWD).If the Procuring Contracting Officer (PCO) determines during the selection process that the number of awarded contracts should be adjusted, based upon the selection criteria, the PCO may adjust that number or award none. The IDC A-E contract will consist of a five (5) ordering period (5-year base period and no option periods). The total capacity is $5,000,000 ($5.0M) cumulative for the life of the contract. The task orders awarded under this IDIQ contract will be Firm-Fixed-Price (FFP) orders. The NAICS Code for this procurement is 541330 for Engineering Services. The complexity and range of services included in the small business contract may vary according to District requirements. Work shall be performed in accordance with Corps of Engineers policies and procedures of the Seattle District. Examples of the water resource-related civil works project types to be performed under this AE services acquisition include, but are not limited to: a. Infrastructure repair, renovation, or improvements for existing operating projects(project-level planning, engineering, and design for USACE operated and maintained hydroelectric dams, levees, recreation areas, and navigation locks, channels, harbors, and waterways). For example, NWS expects this contract to support engineering and design for bid-ready (design-bid-build and design-build) plans and specifications to repair, replace, or renovate subsystems of existing water resource operating projects (e.g., pumps, electrical systems, control systems, buildings, other support facilities), safety and technology upgrades or enhancements, and specialty support during construction at civil works operating projects. b. Localized repair, renovation, or replacement of flood control structures, systems, or flood control risk management. Examples include levee inspection, maintenance, and engineering and design; shoreline and bank erosion control/stabilization and flood control repair, rehabilitation; and construction of small-scale flood control structures or systems. c. Small-scale ecosystem restoration (studies, engineering, and design), value engineering, and fish passage improvements. Examples include habitat enhancement, culverts, wetlands mitigation, rehabilitation, and creation of compensatory habitat. d. These are examples of small to moderate-scale water resource-related projects that require the AE to have access to a multiple-discipline team working together to execute the task orders issued under this contract. e. A-E services may be required for one or more project phases, including project initiation and plan development, project definition, bid packages with full design(specifications, drawings) for design-bid-build (DBB) contracts and/or requests for proposal (RFPs) for design/build (D/B) contracts, design support services during construction, and other services as required by the Government or under project partnership agreements. Individual task orders assigned under the contracts will identify specific requirements. Recurring requirements come from a variety of sources for civil works projects and USACE operating project sites. In-house USACE design projects have frequently funded stand-alone A-E services for studies, planning, and specialties such as value engineering, which require services from a highly qualified A-E firm. The engineering and design services, including support during construction, are commonly sought for new facility design, repairs, and renovation of civil works projects and operating sites such as dams, navigation channels and locks, and waterways. The A-E design services frequently include localized, project specific survey, geotechnical, hazardous material identification, commissioning, and other specialty subconsultant support as part of the A-E team capabilities.
